Biography

Victor Matveev was born on September 1, 1963 in the city of Baikalsk, Irkutsk Region . He graduated from high school. In 1981, Matveev was called up for service in the Soviet Army . In 1982-1983 he participated in the Afghan war. Since 1985, Matveev served in the bodies of the Ministry of Internal Affairs of the USSR , first worked in the Pushkin police department of the Moscow region, then in the riot police at the police department of the Moscow region [1] .

Since 1993, Matveev served as the senior operative, head of the SOBR department at the Central Internal Affairs Directorate of the Moscow Region. Four times he was sent to the North Caucasus during the First and Second Chechen Wars. Since January 2001, Matveev was on his fourth business trip in Grozny and its environs. When in February 2001, a passenger bus was blown up by fighters in Grozny, Matveyev, at the head of a group of Sobrovtsy, was the first to be at the scene and saved many passengers of the burning bus [1] .

On March 17, 2001, an armored personnel carrier , where Matveyev and several of his comrades were located, was blown up by militants in a land mine. Despite the shell shock, Matveev remained in service and, opening the rear hatch, fired on the enemy, destroying several militants, while he was seriously injured, but continued to fight until he died, at the cost of his life allowing his comrades to be saved. He was buried at the Novo-Derevensky cemetery in the city of Pushkino, Moscow Region [1] .

By decree of the President of the Russian Federation No. 1331 dated November 17, 2001 for “courage and heroism shown during the counter-terrorist operation in the North Caucasus region”, police major Viktor Matveev was posthumously awarded the high rank of Hero of the Russian Federation [2] . He was also awarded a number of medals [1] .

Memory

  • In honor of Matveev, a school was named in the village of Lesnoy Pushkin district of the Moscow region [1] .
