Vladimir Ivanovich Kiselev ( January 16, 1935 - April 12, 2017 ) - Soviet and Russian diplomat. Envoy Extraordinary and Plenipotentiary Class 1 (1991) [1] .

Biography
He graduated from the Moscow State University. Mv Lomonosov (1957) and the Diplomatic Academy of the USSR Foreign Ministry (1977). Candidate of Historical Sciences, Associate Professor.
After graduating from Moscow State University, he was in a responsible Komsomol and party work in Ukraine. Then he held various positions in the Latin American Division, the First Latin American Division of the USSR Ministry of Foreign Affairs, and the Latin American Department of the Russian Foreign Ministry. In 1977–1984 and 1987–1991 he was an employee of the USSR Embassy in Cuba.
From March 18, 1991 to January 31, 1995 - Ambassador Extraordinary and Plenipotentiary of the USSR, then the Russian Federation in Bolivia [2] [3] .
He was married, three children.
