Pobeda (the legal name is Pobeda Airlines LLC) is a Russian budget airline , a 100% subsidiary of Aeroflot , based at Moscow’s Vnukovo Airport [2] . Founded on September 16, 2014 [3] , in return for ceasing flights due to the European Union's “ Dobrolet ” sanctions. The daily flight time of the airline’s airplanes in 2017 was the highest in the world - 15-16 hours, which was higher than that of the world's largest low-cost airlines — the American Southwest and the Irish Ryanair . Content
History
Pobeda airline was founded after July 30, 2014, against the Dobrolet airline, European Union sanctions were imposed for flights to Simferopol [5] , as a result of which on August 3, the airline was forced to cease all of its flights.
It was originally planned that Aeroflot will not develop the Victory brand [6] , awaiting the possible lifting of the sanctions from Dobrolet. However, at the end of October 2014, the airline received the name “Victory” [1] .
Since November 11, 2014, tickets for six destinations from Moscow and vice versa have been launched for sale, with more than 7 thousand tickets sold during the first twelve hours [7] , and 20 thousand during the week of work. On December 1, the airline performed its first flight to Volgograd from Moscow Vnukovo Airport [8] .
From November 12, 2015, ticket sales for flights to Bratislava are open. Flights abroad were planned from December 19 [9] .
From December 21, 2015 there is a regular flight service between Vnukovo and the Italian airport of Bergamo Orio al Serio [10] .
On February 15, 2016, Pobeda Airlines opened ticket sales for flights in the new direction Moscow-Cologne, which will be performed daily. Passengers are also provided with the opportunity to get to Dusseldorf and Leverkusen by special transfer from Cologne airport using a single Fly & Bus ticket. " [11] .
Airline "Victory" has excluded from the summer schedule flights "Moscow - Kaliningrad." The vacated places are used on more popular destinations, ”representatives of the low-cost airline explained. The last flight will be performed on March 26, 2016. [12] .
In June 2017, the number of passengers served by Pobeda Airlines reached 10 million. On June 27, 2017, the 10 millionth passenger of Pobeda flew out of the Makhachkala airport, which was congratulated by the company's general director, Andrey Kalmykov. [13]
November 5, 2017 made the first commercial flight of the new Boeing 737-800. This is the first car of the airline, equipped with wingtips Split Scimitar. Until 2020, another 17 similar aircraft are expected to be delivered. [14]

Flights to Simferopol, which caused the introduction of sanctions against the Dobrolet airline, will not be performed [23] .

Ordered passenger airplanes are supplied by Pobeda Airlines under leasing agreements, including with major foreign lessors, like the Chinese leasing company BOC Aviation (75% owned by Bank of China ). [30] All lessors' aircraft operated by Pobeda under operating leases are registered in Bermuda (VQ-B, VP-B prefixes). The Irish company SMBC Aviation Capital (15 aircraft for 10 years) and the Irish-American GECAS (5 aircraft for 9 years) will take part in the leasing deliveries of Boeing 737 MAX 8 aircraft. [31]
Passenger transportation rules
The rules of the airline previously provided for the collection of fees for transportation in the cabin of backpacks, packages from Duty Free and other items that are not listed in the list of free hand luggage [32] . According to the Air Code of the Russian Federation, a passenger can carry up to 10 kilograms of baggage free of charge, as well as carry 18 small items onboard the aircraft, including a handbag or briefcase, a folder for papers, an umbrella, outerwear and a laptop. For transportation of hand luggage, which is not included in the list of free items, Victory charges from 999 to 2000 rubles for each seat.
Since December 10, 2017, Victory has forbidden passengers to take items into the aircraft cabin that are larger than the standard for free hand luggage. Their number is not limited, but their maximum dimensions should not be more than 36x30x27 cm. The service of paid baggage allowance in the cabin is canceled. [33]
From February 18, 2019, Pobeda Airlines limited the amount of hand baggage on the plane to 36x30x4 cm, weighing no more than 10 kg. At the same time, the opportunity to take with you on board some items above the normal baggage returned. Among them are a backpack, briefcase or handbag with dimensions of 36x30x23 cm, goods from Duty Free shops with dimensions of no more than 10x10x5 cm, medicines, baby food, a bouquet of flowers, outerwear, crutches and a wheelchair. [34]
Due to numerous requests from passengers, Pobeda Airlines implemented a new service on board its aircraft - accompanying a child traveling without parents or other persons responsible for it. This helps save parents both budget and time. Children aged 5 to 12 years can make an independent flight on board the ship, but with the obligatory order of escort. The cost is 3000 rubles [35] .
On February 19, 2019, the Ministry of Transport of Russia, in connection with the mass complaints of citizens and publications in the media, sent to Rostransnadzor a request for an inspection regarding Pobeda Airlines LLC regarding violations of the law when approving the rules for hand luggage that came into force the day before.
The Ministry of Transport noted that the compulsion of the passenger to the choice, which is contained in the new rules, contradicts the federal aviation rules "General rules for the carriage of passengers, baggage, cargo and requirements for servicing passengers, consignors, consignees" [36] .
Aviation accidents
Pobeda Airlines aircraft did not have any accidents that led to the loss of aircraft, the death of passengers or crew members.
November 11, 2016 at the airport of Cheboksary after landing Boeing 737-800 flight Moscow-Cheboksary rolled out of the runway by almost 20 meters. As a result of the accident no one was hurt, the passengers were promptly evacuated [37] .
On May 19, 2018 , while performing the Moscow - Astrakhan flight at the Boeing 737-800 , the right engine failed in the skies over the Voronezh Region . The plane returned to Moscow and made an emergency landing at Vnukovo airport . None of the 170 passengers and crew members was injured [38] .
