Biography
Comes from an impoverished noble family, shared masonic views.
He served in the Selenga Musketeer Regiment , Lieutenant Colonel.
Since 1808, he was the manager of the Telma cloth factory in the Irkutsk province [1] .
He initiated the construction of the temple of the Kazan Icon of the Mother of God in Telme [2] in honor of the victory over the French in the Patriotic War of 1812 , the funds for the construction were allocated by local merchants. The church was consecrated on August 20, 1816, it is considered one of the most beautiful and interesting architectural monuments of the XIX century Irkutsk region.
From 1818 to 1827 he served as chairman of the provincial government of the Tomsk province and from 1819 to 1822 in this position he served as Tomsk governor after the resignation of D. Illichevsky . Characterized as a "benefactor and friend of suffering humanity", "a defender for the Siberian orphans and the poor."
Career stopped, very likely, because of the connection with the Decembrist Nikolai Mozgalevsky , sent into exile and received a fairly good reception at Sokolovsky. Letters of Mozgalevsky with gratitude to Sokolovsky fell into the hands of gendarmes , and Sokolovsky was removed from office.
