Biography

Orthodox. Hereditary honorary citizen , son of the merchant of the 1st guild Phlegont Lavrentievich Mukhin.

After graduating from a course at the St. Petersburg Commercial School, he went abroad and spent 5 years in London , where he attended lectures and courses as a student , and then went on to a practical study of cases in trading and banking enterprises, in which he held senior positions.

Upon returning to Russia in the late 1860s, he was invited by V. A. Kokorev to participate in preliminary work on the establishment of the Volga-Kama Commercial Bank . After its opening in 1870, he was appointed chief cashier and then manager of the St. Petersburg branch of the bank, with the right to sign transactions in St. Petersburg. In 1879 he was elected a member of the board, and in 1881, remaining on the board, was appointed director of the bank. Continuing to hold this position for 25 years, Alexander Flegontovich greatly contributed to the success of the Volga-Kama Bank, which became one of the largest in Russia. In 1906, he left the post of director and took the chair of the chairman of the bank, and since 1912 he combined both of these posts. He was also a shareholder of the Russo-Chinese Bank , and was chairman of the committee of the Congress of Representatives of Joint-Stock Commercial Banks. He was awarded the title of Commerce Advisor .

At the invitation of the Ministry of Finance , he took part in many commissions convened by the ministry on issues of commercial taxation, stock laws, changes in the charter of the St. Petersburg Exchange and others. In 1898, when the educational council was established in the Ministry of Finance, he was appointed a member of this council. In addition, he was an honorary member of the Council of the House of Charity and Education of Poor Children and the Vocational School of Tsarevich Nikolai. Of the awards he had the orders of St. Stanislav of the 2nd degree (1886) and St. Vladimir of the 4th degree (1896).

After the proclamation of the October manifesto, he entered the Union on October 17 . He was a member of the St. Petersburg Party Central Committee, but on April 16, 1906 he left this post in connection with employment. On March 16, 1906 he was elected a member of the State Council from Trade on the St. Petersburg Exchange. He was a member of the center group and the commercial and industrial group (1907-1908). May 26, 1909 dropped out of the State Lottery Council.

Fate after 1917 is unknown. Was married.
