Biography

He graduated from Moscow State University in 1935 , from 1935 to 1936 he was a graduate student of the Research Institute of Mechanics and Mathematics at Moscow State University .

In the period from 1936 to 1941 , I. D. Serbin worked in stages as a process engineer, deputy head of the department, the party organizer of the CPSU (b) plant and the secretary of the Podolsk City Committee of the CPSU (b) in Moscow Region were appointed.

1941 - 1942 - Director of the branch of the plant ( Barnaul ) and member of the Barnaul city committee of the CPSU (b).
1942 - 1946 - Instructor, sector head, deputy head of the Department of Personnel Management of the Central Committee of the All-Union Communist Party of Bolsheviks .
1946 - July 10, 1948 - Head of the Arms Industry Department of the Personnel Administration of the Central Committee of the All-Union Communist Party of Bolsheviks
July 10, 1948 - June 13, 1950 - Deputy Head of the Engineering Department of the Central Committee of the All-Union Communist Party of Bolsheviks.
