Biography
Kalmyk by nationality, from the Don Cossacks [1] . Born in 1891 in the village of Denisov Region Don Army . In 1913 he was called up for service in the tsarist army. He participated in the battles of the First World War. After the February Revolution of 1917 he was elected a member of the regimental committee of the 2nd Don Cossack Regiment. He joined the Red Guard , participated in the October Revolution and the storming of the Winter Palace [2] .
During the Civil War, Khomutnikov led the platoon of the revolutionary detachment for the protection of the rights of the labor Cossacks, then commanded the cavalry regiment. He participated in the defense of Tsaritsyn , military operations in the Don and the North Caucasus, battles in the Far East with the formations of Ungern and Semenov , the establishment of Soviet power in Mongolia [2] . By order of the Revolutionary Military Council of the Republic in 1921 he was awarded the Order of the Red Banner of the RSFSR [3] .
From September 1921 to September 1922 he led the first Soviet secret expedition to Lhasa . He negotiated with the Dalai Lama XIII and the ministers of the Tibetan government. Gathered intelligence information about the situation in Tibet.
The commander of the division at the school of the Red Army (September 1922 - May 1923), the commander of the 1st Mongol regiment (May 1923 - September 1924). Soviet military adviser and intelligence officer in Mongolia. In 1922-1924, he repeatedly visited with intelligence tasks in China, Tibet, India [1] .
After the Civil War, Khomutnikov continued to serve in the army. In 1925 he graduated from the cavalry advanced training courses for command personnel. Since 1930, he served as military commissar of the Kalmyk Autonomous Region . In 1933 he was transferred to the reserve, he worked as chairman of the Kalmyk Oblast Executive Committee. He was elected a delegate to the XVII Congress of the CPSU (b) , deputy of the Supreme Soviet of the USSR of the 1st convocation, chairman of the Presidium of the Supreme Council of the Kalmyk ASSR [2] . From November 1935 to July 1938 - Chairman of the Central Executive Committee of the Kalmyk ASSR. Repressed, but soon rehabilitated [1] .
At the beginning of World War II, Khomutnikov was again drafted into the army and appointed deputy commander of the 110th Kalmyk Cavalry Division . Since May 1942 he participated in battles on the Don. Since August 1942, he commanded the same division, participated in the battle for the Caucasus . Since February 1943, Colonel Khomutnikov fought as deputy commander of the 180th Infantry Division.
He died on February 2, 1945 from wounds received in the battles for Budapest (according to other sources, he died from the disease [4] ) [5] . He was buried in the columbarium of the Novodevichy cemetery in Moscow .
He was awarded the orders of the Patriotic War of the 1st degree and the Red Star , a number of medals [3] .
In honor of Khomutnikov, the village of Khomutnikov in Kalmykia and the street in Elista are named [2] .
