Russian Bureau of the Central Committee of the CPSU

The Russian Bureau of the Central Committee of the Communist Party of the Soviet Union is the governing body of the CPSU party organizations operating on the territory of the RSFSR . It existed in 1989 - 1990.

Appearance

The RB CPSU Central Committee was elected at the Plenum of the CPSU Central Committee on December 9, 1989 . By the decision of the Plenum, the bureau was entrusted with the duty “to coordinate the activities of regional and regional party organizations of the RSFSR aimed at implementing the policies of the CPSU, to monitor the implementation of decisions of congresses and conferences of the party, plenums and the Politburo of the Central Committee of the CPSU” [1] .

Terms of business

The question of creating the Russian Bureau of the CPSU Central Committee before the December plenary session was discussed more than once. In the RSFSR, unlike other union republics, until 1990 there was no Communist Party, party organizations in the Russian regions were directly subordinate to the Central Committee of the CPSU. Until a certain moment, such a situation caused discontent only among some nationalist and separatist-minded representatives of the intelligentsia, whose opinions could not be taken into account. However, by the end of 1989, the situation had changed. The Soviet Union began to fall apart, and Russia was already thinking about leaving the Union. So, at the First Congress of People's Deputies of the USSR, writer Valentin Rasputin spoke [3] as follows:

 We, Russians, respect and understand the national feelings and problems of all, without exception, the peoples and nationalities of our country. But we want to understand us too ... Here, at the Congress, the activity of the Baltic deputies is clearly visible, through the parliamentary way, trying to introduce amendments to the Constitution that would allow them to say goodbye to this country. It is not for me to give advice in such cases. You, of course, according to the law and conscience, decide your own fate. But according to the Russian habit of rushing to the rescue, I reflect: maybe Russia should leave the Union if you blame it for all its troubles, and if its underdevelopment and clumsiness burden your progressive aspirations? Maybe it's better? This, by the way, would help us solve many problems, both present and future. 

Accordingly, the CPSU faced the task of adapting to new conditions. In relation to the RSFSR, this meant a course towards the creation of the Communist Party of the RSFSR as part of the CPSU. In the meantime, a special body has been created to manage Russia's party organizations.

After the election of the People’s Deputies of the RSFSR and the adoption of the Declaration on State Sovereignty of the RSFSR, the work to create the KP of the RSFSR accelerated. In his report at the March (1990) plenum of the Central Committee of the CPSU, the Chairman of the Russian Bureau Gorbachev noted [4] :

 In connection with the principles and approaches laid down in the draft Charter, to solve problems concerning the republican communist parties, the most important question arises - the creation of a republican party organization in Russia. There is no need to talk about the special role that Russia, as a powerful system-forming factor, plays within the Union and the Russian Communists play in ensuring the unity and integrity of the CPSU. Today, in a significant number of Russian regional party organizations, the question of creating the RSFSR Communist Party has been raised with all determination. In Leningrad, for example, 80 percent of the Communists spoke for its creation during the referendum, as the Leningrad Regional Party Committee informed us. It seems that the Communists of the republic themselves must resolve this issue. 

On April 21, 1990, the Initiative Congress of Russian Communists opened in Leningrad, in which 600 delegates participated, representing 1 million 455 thousand Russian communists from 37 territories and regions [5] . In its resolution, the congress demanded that the Russian Communist Party take organizational form before the XXVIII Congress of the CPSU.

Activities

The Bureau was obliged to hold its meetings at least once a month.

On March 16, 1990, the Plenum of the CPSU Central Committee decided to convene the Russian Party Conference before the XXVIII Congress of the CPSU. Its delegates were to be the delegates of the XXVIII Congress elected from party organizations of the RSFSR. The conference was decided on June 19th. The preparation and holding of this conference was entrusted to the Russian Bureau [6] . Pursuant to the decisions of the plenum, the Russian Bureau formed [7] a Preparatory Committee of 87 people (one from each of the Russian regional party organizations): 15 workers, 2 collective farmers, 12 workers in science, culture, public education, 4 business leaders, 2 Soviet workers, 21 secretaries of primary party organizations, 2 chairmen of party commissions, 28 elected party workers (secretaries of regional, district, city, and district committee of the CPSU) - 28 and one employee of the party apparatus [8] .

Liquidation

On June 19, 1990, the Russian Bureau of the CPSU Central Committee resigned before the Russian Party Conference. Following the conference, which turned into the I (Founding) Congress of the Communist Party of the RSFSR , some members of the Russian Bureau ( Kuptsov , Chikin, Shenin and others) became members of the governing bodies of the Communist Party of the RSFSR and the CPSU after the XXVIII Congress of the CPSU.
