Fyodor Stepanovich Vishnevsky is a Serb by birth, a native of Belgrade . He arrived in Moscow in 1700, accompanied by his uncle, Archimandrite Grigory Vishnevsky, about which information was preserved in the "Inventory of the Activities of Mr. Count Gavrila Vladislavich." It is known that Archimandrite Gregory took part in the negotiations between Russia and Turkey and achieved great successes, for which he was generously rewarded by Peter the Great and sent to his homeland. Fyodor Stepanovich Vishnevsky remained in Russia and entered the naval service, in 1724 received the rank of captain, and in 1727 he received the gift of the village of Belousovka in the Lubensky Regiment as a gift. The transfer of Belousovka into the ownership of Fedor Vishnevsky was confirmed by the Little Russian Collegium .
At the initiative of Fyodor Vishnevsky, a Russian commission was created that was responsible for the supply of Tokai wines from Hungary. Vishnevsky Commission allowed to establish trade in Hungarian wine in Russia. During the reign of Peter the Great, Savva Raguzinsky was responsible for the supply of Tokai wines, with whom Fedor Vishnevsky was in the service. During the reign of Elizabeth Petrovna Vishnevsky was granted the rank of major general and received a manor in the vicinity of Poltava . In one of the Hungarian missions for Tokai wine, a court setter, philosopher Grigory Savvich Skovoroda, took part in the delegation of Fyodor Vishnevsky. Where Skovoroda and Vishnevsky met is an open question. Being a court singer of Elizabeth Petrovna, Skovoroda could meet Major General Vishnevsky at the Razumovsky estate in Moscow , since Fyodor Vishnevsky was a close friend of Count Alexei Razumovsky . However, it cannot be ruled out that Vishnevsky had heard about Skovorod and met him in the vicinity of Poltava, since the village of Vishnevsky Belousovka is located near the native village of Skovoroda Chernukha.
Although a number of researchers believe that Skovoroda went to the Tokai mission as a churchman, it is more likely that Skovoroda was taken to Hungary to be the home teacher of the son of Major General Gavrila Fedorovich Vishnevsky (1716-1752).
