The third presidential election in Tajikistan’s history was held on November 6, 1999, about two years after the end of the civil war , which lasted from May 1992 to June 1997.

Two months before the election, a constitutional referendum was held in the republic. Following the results of this referendum, a number of changes were made to the constitution of the republic, including the introduction of a bicameral parliament , as well as the extension of the presidential term from five to seven years.
The current president of the Republic of Tajikistan , Emomali Rakhmonov, announced his intention to participate in the elections. Three opposition candidates announced their intention to run for election, including Davlat Usmon from the Islamic Renaissance Party of Tajikistan , which was the former head of the opposition’s headquarters.
As the registration deadline approached, three candidates complained of bureaucratic obstacles that did not allow them, according to them, to collect 145,000 signatures necessary for admission to the elections. As a result of this, three weeks before the election, the only candidate so far admitted to the election was the incumbent President Emomali Rakhmonov [1] .
As a result, only two candidates were allowed to the elections: the current president of the Republic of Tajikistan , Emomali Rakhmonov , who was nominated by the People’s Democratic Party of Tajikistan , and Davlat Usmon from the Islamic Renaissance Party of Tajikistan .
A few hours before the start of voting, the opposition boycotted the election. The turnout in the elections was super high, and amounted to 98.9%. According to the Central Election Commission of the country, Emomali Rakhmonov won the election with 97.6% of the vote. Davlat Usmon was able to gain 2.1% of the vote. 0.3% of voters voted against all .
After the election, Davlat Usmon accused the republic’s authorities of falsifying the vote. According to him, the data were falsified according to Soviet traditions [2] .
Foreign observers also criticized the election. They expressed particular dissatisfaction with the difficult registration of candidates, their access to the media and other important aspects [3] .
