Biography
Born March 10, 1964. Parents: Father Balashov Boris Gennadievich - a participant in the Great Patriotic War. Designer, Candidate of Technical Sciences, Laureate of the USSR State Prize for the development of modern ceramic body armor. [1] Mother - Balashova (Komrakova) Lyudmila Ivanovna, housewife.
1981 - graduated from physics and mathematics school No. 179.
1987 - graduated from the Moscow Order of the Red Banner of Labor Engineering Physics Institute ( MEPhI ).
By distribution, he worked as a junior research fellow at the Third Central Scientific Research Institute of the USSR Ministry of Defense.
1988 - elected secretary of the Komsomol organization on the rights of the district committee (about 300 Komsomol members are registered). During this period, one of the significant achievements was the creation of the “Bureau of innovative ideas”, where young specialists had the opportunity to submit a variety of inventions.
1987 led the environmental movement to save bogs from drainage as ecosystems that balance the flora and fauna in the Narofominsky district, near Vereya in the suburbs.

Political Activities
Moscow City Council
March 18, 1990 was elected to the Moscow Council of 21 convocations in 171 constituencies. Today operates the club "Veterans of the Moscow Council of 21 convocation"
1990 - elected Chairman of the Moscow City Interdepartmental Commission on Minors. He was engaged in the prevention of crime, homelessness, alcoholism and drug addiction among minors and the protection of their rights.
1991 - worked as Deputy Chairman of the Committee on Youth Affairs of the Executive Committee of the Moscow City Council, the first state body responsible for implementing youth policy in Moscow and created on the initiative of the Moscow City Council.
Since 1991, Yevgeny Balashov, together with specialists - the chief toxicologist of Moscow Yan Lutsky [2] , the chief teenage narcologist of the city Oleg Zykov , the chief inspector for juvenile affairs of Moscow Muraev and others, has been developing the preventive program “Teens Teens Adolescents”. This program has become an effective easy-to-understand tool for outreach to minors.
In April 1992, in Yekaterinburg, Yevgeny Balashov was elected vice-president of the Federation of UNESCO Clubs of Russia.
In October 1993, the Moscow Council of People's Deputies was dispersed by the notorious Yeltsin Decree No. 1594 .
Moscow City Duma [3]
First convocation
After the announcement of elections to the new legislative body of Moscow, as part of the "civil union" election bloc, Nikolai Gonchar won elections in the 22nd constituency of the city of Moscow for only one month of the election campaign and campaign work. The district included three sleeping areas - Brateevo , Zyablikovo , Orekhovo-Borisovo South .
In the first term of parliamentary work in the Moscow City Duma, Yevgeny Balashov focused on the prevention of neglect, crime, alcoholism and drug abuse among minors. The concept of the city state interdepartmental prevention program “Street Children” was formulated on the basis of the consonant UNESCO program “Street and Walking children”.
The first Decree of the Moscow Government on supporting the program of the Federation of UNESCO Clubs of Russia “Children of the Streets” was issued in 1995 [4] . It reflected such important areas of work with children as technical sports (together with DOSAAF-ROSTO ), art therapy (together with the Vozdvizhenka center, Alexander Ivanovich Ushakov), children's journalism (project Together - Together magazine), children's theater studio "Enchanters" in Izmailovo under the direction of Lyudmila Bogacheva [5] . The program developed, thanks to these and many other indifferent, selfless people who gave all their energy and soul to solving the problems of the children of Moscow.
In February 1997, Yevgeny Balashov developed and the Moscow government adopted Resolution N137 “On the Children of the Street Program” [6]
UNESCO Club Federation of Russia
1994 - with the support of the Moscow City Duma , Evgeny Balashov became the responsible organizer of the World Conference of UNESCO Clubs in Russia. 36 participants from 20 countries of the world arrived at the forum in Moscow. Three main topics of the agenda were put forward for discussion: “Culture of peace” (as an alternative to war) in Maykop, Adygea; “Preservation of World Heritage” in Veliky Novgorod and “Preservation of the environment” in Stupino, Moscow Region.
The forum resulted in concrete constructive proposals aimed at strengthening a culture of peace, preserving the cultural heritage and the environment through the development of public diplomacy institutions, which are UNESCO clubs.
In the summer of 1995 in Romania, Evgeni Balashov was elected a member of the Executive Committee of the World Federation of UNESCO Clubs from Europe, "WFUKA" , headquartered in Paris, France. UNESCO clubs today allow people from all over the world to find common interests and interact on many humanitarian issues.
Second convocation
In the 1997 elections to the Moscow State Duma, Yevgeny Balashov again ran for the 22nd constituency. In the same district, People's Artist of the USSR Elina Bystritskaya nominated herself for the Moscow City Duma . Two weeks before the election day, Elina Avraamovna met with E. Balashov and informed about the withdrawal of her candidacy in his favor due to the similarity of the election programs and the possibility of further joint work for the benefit of Muscovites.
In 1997-2001, the parliamentary work was devoted to the development of the Children of the Street network of centers, summer preventive camps for “difficult teenagers,” and the active fight against child neglect.
The period of his work as part of the city charity council, chaired by Yu . M. Luzhkov , the Moscow Mayor, belongs to the same period of deputy activity. On the initiative of Yevgeny Balashov, the city charity program “Veterans of the Great Patriotic War from grateful descendants” was adopted, within the framework of which a monument of the same name was built. The monument to the work of the sculptor - WWII veteran A. V. Vasyakin was erected at the Vanguard Concert Hall, in the Orekhovo - Borisovo Yuzhnoye area . The monument is a broken wing of a seagull, personifying hope broken by war. On the pedestal of the monument, according to the plan of Yevgeny Balashov, the names of the inhabitants of the villages of Orekhovo, Borisovo, Zyablikovo and Shipilovo were immortalized in bronze. This makes it possible for present and future generations to honor the memory of those who have not returned from that war.

Third convocation
As part of the MHD 3rd convocation of 2001-2005, Yevgeny Balashov focused his attention and experience in a new direction - new technologies and innovative policies. As Chairman of the Commission on Science and Technology, Yevgeny Balashov is developing, and the Moscow City Duma adopts the Law on Innovation Policy No. 45 of July 7, 2004 in Moscow.
During the work under the leadership and at the initiative of Balashov, more than 20 bills were submitted to the Duma for discussion. In particular, the draft Laws on the monetization of benefits to three categories of citizens: home front workers, labor veterans and unreasonably repressed. This Law provided the basis for the creation of an appropriate special department in the structure of the Moscow government. In the third convocation of the Moscow City Duma (2001-2005), Evgeny Balashov developed and submitted for adoption many draft laws of the city of Moscow, important for the life of Muscovites. These are such important projects as the law on commissions for minors, on the prevention of crime [7] , on the prohibition of the sale of alcohol and tobacco products near educational institutions and others.
He wrote two books - “The Mission of the Deputy” [8] , 2001 and “Love the Motherland”, 2004.
In 2002 he defended his thesis on jurisprudence.
In October 2003, Yevgeny Balashov was expelled from the members of the United Russia party and the governing body of the Moscow city executive committee of the United Russia party (the chairman of the executive committee of the Moscow organization "United Russia" was Vladimir Medinsky at the time) for fundamental disagreements on approaches to key development issues in Moscow.
Community Activities
In March 2006, Yevgeny Balashov was invited to work at the Ministry of Education and Science of Russia [9] as the Deputy Director of the Department of State Innovation, Science and Technology Policy.
He oversaw the development of the Russian innovation system - technology parks, business incubators, venture funds, etc. He was responsible for the development of the Russian government’s decree “on the most important innovative projects of national importance”, which was 13. Coordinated organizational work on the development of science cities of Russia. With the direct participation of Evgeny Balashov, the city of Troitsk was given the status of a science city.

He was also the initiator of innovative developments in environmental waste management, the tricuspid valve of the heart, new transport systems using the motor-wheel technology, new materials in the field of micro- and nanoelectronics, etc.
In 2010, at the invitation of the head of the Skolkovo Foundation V.F. Vekselberg, he was invited to work as the general director of the Skolkovo Technopark . In November 2010, Moscow Mayor S. S. Sobyanin invited Yevgeny Balashov to work as head of the Moscow Science and Industrial Policy Department [12] . In this capacity, E. Balashov prepared the draft state program "Moscow - the innovative capital of Russia"
With the advent of Andrei Sharonov in the management of the economic complex of the Moscow Government and the related course change, the Department of Science and Industrial Policy was disbanded. Evgeny Balashov goes to work as deputy general director of the Association Agrotechmash. In December 2015, he was appointed Deputy Chairman of the Government of the Irkutsk Region, head of the representative office of the Government of the Irkutsk Region under the Government of the Russian Federation.
