Born on February 11, 1924 in the village of Islyaykino, Chistopolsky District of the Republic of Tatarstan ,. Tatar. In 1938 he graduated from 7 classes of a rural school. After training in mechanic courses at the Kyzyl Army MTS, he worked as a tractor driver on his collective farm.

In August 1942, the Red Army was called up by the Kyzyl-Army District Military Commissariat. In February 1943, with a marching company, he arrived in the 238th Infantry Division. He was enrolled in the reconnaissance company of the 830th Infantry Regiment, as part of this unit he went the whole battle way. He fought on the Kalinin, Bryansk, Belorussian, Western, 2nd Belorussian fronts.

On March 27, 1944, near the village of Smolitsa, the Red Army Bulatov, as part of a group of scouts, participated in blocking the enemy bunker. He was wounded by a splinter in the head, but continued to carry out the assigned battles. task. He departed to the rear only by order of the commander.
