Biography

In 1975 he graduated from the military department of the Tomsk Medical Institute with a degree in infectious diseases and epidemiology and was seconded to the VNPO Biopreparation.

From 1975 he worked in the " Biopreparat " under the USSR Council of Ministers , engaged in the development and testing of biological weapons [2] [3] . At that time, scientific experimental production bases were established at the three Biopreparat factories. Alibekov first worked on the basis of the Berd plant, and then was transferred to the city of Omutninsk with a promotion. At the Omutninsk base, he quickly climbed the hierarchy to the very top, becoming its director. During his work, he defended his thesis, having developed in 1983 biological weapons based on tularemia. After a while, the city of Stepnogorsk was transferred to the position of director of the Stepnogorsk Research and Production Base (Gorodok 19), which was much larger than Omutninskaya, and also designed and built with the latest technology. By the time Alibekov was appointed, the base was at the commissioning stage. There he led the work on the creation of biological weapons based on anthrax and fever of Marburg. After several years of successful directorship, during which he defended his doctoral dissertation, the head of the Biopreparation, Yu. T. Kalinin, transferred Alibekov to Moscow as his first deputy in the Biopreparat association, after which Alibekov became General Director of the NGO Biomash and Director of the All-Russian Scientific-Research Institute “Biokhimmashproekt” [4] .

In 1991, the time of the August putsch, and during the signing of the Belovezhsky Agreement , Alibekov spoke to the staff of the institute in support of Boris Yeltsin.

From 1988 to 1992, he served as the first deputy head of the Main Department of Biopreparat. He was the scientific supervisor of programs for the development of biological weapons and biosecurity.

In 1990, he prepared and sent a note to President of the USSR M. Gorbachev proposing the closure of a biological weapons program in the USSR. After receiving consent, he directed the elimination of this program in the USSR (1990-1991).

In late 1991, he was one of the leaders of a commission that inspected US biological objects. Inspection showed that the United States ceased military biological development in the early 1970s.

Activities after the collapse of the USSR

After the collapse of the USSR at the beginning of 1992, he resigned from the administration due to the disagreement to continue military biological development.

In late 1992, after working at a Moscow commercial bank, he emigrated to the United States.

In 1999 he published a book titled “Biohazard” (co-author is the well-known journalist in North America Stephen Hendelman ). The book was published in many languages ​​of the world, and the Russian edition of Biohazard was published in 2003 under the title “ Caution! Biological weapons! ".

Constant controversy continues around the personality of Ken Alibek: in the United States and Europe, he is considered one of the most prominent people to stop the race of biological weapons (from 2000 to 2006 he was on the list of prominent historical figures according to the BBC version). It is one of the most active opponents of the use of microorganisms as a method of warfare.

Ken Alibek was one of the developers of the concept of protecting the US from biological weapons and biological terrorism. Published in the United States several books and manuals for doctors on medical protection against biological weapons and natural epidemics. He advises the US Congress on medical and technical protection from natural and "man-made" epidemics. For reducing the threat of biological warfare and biological terrorism in the world, he was awarded the Medal of the US Congress "For Outstanding Contribution to Peace." He developed and published in the USA the concept of non-specific immune protection during epidemics, as well as the principles of "reverse vaccinology" for creating synthetic vaccines using computer simulation.

President and co-owner of AFG Biosolutions Inc., an American company that develops systems for protection against biological weapons, professor at George Mason University (George Mason University), head of the US National Center for Biological Defense \ National Center for Biodefense [5] [6] . In addition, he is engaged in the development of methods for treating advanced oncological diseases and teaching. He published a series of conceptual articles on the role of chronic infections in the development of oncological diseases and other chronic pathologies.

Activities in Ukraine

In Ukraine, it is known for the opening in 2006 of the pharmaceutical factory NPOCTS Max-Well, a subsidiary of the transnational American company MaxWell Biocorporation, which is its president and CEO. Initially it was reported that more than $ 100 million of American investment was invested in the plant [7] . Later it turned out that the Max-Well NPOCC was used by the ex-owner of Kazakhstan's BTA Bank, Mukhtar Ablyazov, to legalize stolen funds [8] . The source of funds for the construction of this plant was BTA Bank, however, the ownership of this object was assigned to Ablyazov [9] . The Max-Well NPOCC pharmaceutical plant itself after its discovery was not a factory of the full production cycle as such, the ready-made powder protein substances were supplied to Ukraine from the USA, which were manufactured at the factory of AFG Biosolutions, Inc., the general director of which was also Alibekov [10] . It is known that the vice-president of MaxWell Biocorporation is Gauhar Kusainova, sister of Ablyazov, who was one of Alibekov’s most trusted associates [11] . In 2010, the plant was sold to new owners, and Alibekov went to work in Kazakhstan [12] .

Activities in Kazakhstan

In 2005, the United States no longer needed the services of Alibekov, after which he offered his assistance to the government of Kazakhstan in building biotechnology science [13] .

In 2010, he moved to Astana , the capital of Kazakhstan , where for some time he headed the department of chemistry and biology at the Nazarbayev University School of Science and Technology, where, among other things, he was engaged in the development of anti-cancer drugs and life extension drugs, and also Scientific Center of Emergency Medical Aid and headed the National Scientific Center of Oncology and Transplantology. Retained US citizenship. After 7 years, no scientific results from the work of Alibekov followed. During his activity, Ken Alibek received more than 1 billion tenge of budget funds for the project “New Systemic Therapy of Malignant Tumors” implemented by him. The promising Swedish method has remained a general concept, a panacea for cancer treatment has not appeared. Three applications filed by Alibekov for the registration of inventions were rejected by the “National Institute of Intellectual Property” of the MJ of RK as having no novelty [14] .

Moving over to work in Kazakhstan, Ken Alibek didn’t even hide the fact that first of all he was motivated by material interests.

“I will be truthful. I need to earn good money in order for the family in America to pay their expenses. ” - he said in an interview [15] .

In January 2014, Alibekov called a press conference where, while speculating on the cancer patient singer Jeanne Friske, he said that he was the only one who could do something to help her survive [16] and that his father turned to him for help. Friske. However, the father of a Russian singer with cancer reported that he had never discussed the possibility of her treatment with Kazakh doctors [17] .

After they realized in Kazakhstan that Alibekov was moving around the well-known foreign methods under the guise of super-progressive technologies, he wrote a statement about termination of the contract and went back to America [15] .

In 2017, Alibekov posted a complaint on facebook, in which he expressed dissatisfaction with work in Kazakhstan. In particular, he said that before leaving home for the United States, he realized that in Kazakhstan he was afraid of state audits, audits of the use of budget funds, and audits of scientific research. Putting the USA as an example, he said that there allegedly no one ever checks anyone, while keeping silent that the checks do not concern only private companies working with their personal funds, and not at the expense of state funding [18] .

Investigation into the Los Angeles Times

In the fall of 1992, Kanatzhan Alibekov emigrated to the United States, revealing detailed and frightening data describing his role in creating biological weapons for the Soviet Union. As a microbiology doctor and former colonel of the Soviet Army, he participated in Soviet research and told the US intelligence services that at least 30,000 scientists worked in dozens of secret laboratories in the USSR, developing biological weapons, despite the current international ban adopted in 1972. He said that the emigrated Russian scientists are a source of imminent threat, and after the collapse of the Soviet Union, several specialists may have traveled to Iraq and North Korea. Both countries are likely to have anthrax and smallpox spores. Smallpox transmission would be especially dangerous, as the Russians could genetically modify the virus and thus create a deadly danger even to those who were previously vaccinated. Experience combined with predictions strengthened his political weight in Washington. He simplified his name to Ken Alibek and became a famous figure on Capitol Hill, as well as one of the most important decision-making voices, worth billions of US dollars aimed at countering potential agents of biological terrorism.

Reporting the prospect that Iraq acquired the opportunity to take possession of smallpox or anthrax, Alibek was one of the main reasons for the 2003 war, saying that "there is no doubt that Saddam Hussein has weapons of mass destruction." However, no biological weapons were later found in Iraq. His most sensational research results did not withstand any criticism from US scientists. And the personal promotion of non-prescription pills, sold over the Internet to "strengthen the immune system" - was ridiculed by scientists. He resigned from the position of executive director of the Center for Biosecurity at the University of Virginia in 2006 due to internal conflicts under his leadership.

By increasing the fear of biological terrorism in the United States, Alibek primarily sought to profit from this fear. According to some estimates, he won about $ 28 million in federal grants or contracts for himself and the employers who hired him. He is currently searching for new government contracts related to the fight against biological terrorism, estimated at tens of millions of dollars. Adheres to non-traditional scientific approach, developing a product that will protect against an array of deadly viruses and bacteria in the form of a mixture of several drugs. He is also looking for money to build a drug manufacturing plant in Ukraine. From there, his company will seek to sell its antivirals and antibiotics to the US government through strategic national channels.
