In 1638, he participated in the Presbyterian covenant of the Scots against Charles I. In 1649, he sided with Charles II, accompanied him when landing in Scotland (1650), was captured at the Battle of Worcester (1651) and was only released by Monk in 1660.

Agile and illegible, he took advantage of the disposition of Charles II, who appointed him Secretary of State of Scotland ( Secretary of State ) and the first Commissioner of the Treasury ( Treasurer of Scotland ).
