Biography
Initially studied law at the National University of El Salvador . After he published a newspaper with a friend and fellow student criticizing the government, he emigrated to Guatemala under arrest and continued his studies at the University of San Carlos . After graduating from university in 1898, he returned to Salvador. He was soon appointed consul in Bordeaux , then charge d'affaires ai in Italy. He was Ambassador Extraordinary and Plenipotentiary to Paris , Madrid , Rome and the Vatican [1] .
From 1927 to 1928 he served as Minister of Foreign Affairs. In 1929, he was elected chairman of the 10th Assembly of the League of Nations in Geneva [1] .
In 1931 he became vice-president of the Permanent Court of International Justice in The Hague , then, in 1936, he was elected to the post of President of the House. He remained in this post until 1946, when the House was dissolved and the United Nations International Court of Justice was established in its place [1] [2] .
In 1946, the United Nations International Court of Justice, meeting in its first sitting, elected Guerrero as its President. Guerrero held this post until 1949. Then, from 1949 to 1955 he was Vice-President, and from 1955 until his death in 1956 - judge of the International Court of Justice [3] .
In 1948 and 1949 was nominated for the Nobel Peace Prize [4] [5] .
