Biography
Born in the village of Smolegovskaya Rudnya, Narovlyansk district , Gomel region
In 1963-1967 - cadet of the Chernigov Higher Military Aviation School of Pilots .
In 1967-1990, he served in the Armed Forces of the USSR in various flight command posts. He was the commander of the 280th separate helicopter regiment. In 1982-1983 he took part in the war in Afghanistan . [one]
In 1976 he graduated from the Yu.A. Gagarin Air Force Academy .
In 1989-1991 - People's Deputy of the USSR . He was a member of the Interregional Deputy Group .
During the August events of 1991 - an active supporter of Boris Yeltsin . He participated in the defense of the House of Councils of Russia . After the August coup , speaking at the presidium of the Supreme Soviet of the USSR, he insisted on the arrest of Viktor Alksnis . [2]
In 1990-1992 - Deputy Chairman of the State Defense Committee of the RSFSR.
One of the founders of the Council on Foreign and Defense Policy , in 1992-1994 - Chairman of the Board of the SWAP.
In 1992-1994, he was the deputy head of the Interdepartmental Commission on Social Issues of military personnel and members of their families.

Criticism
He was one of the participants and active lobbyists of the pseudo-medical sect Viktor Stolbun . In early 1999, Tsalko turned to the Minister of Defense, Marshal Sergeyev, with a proposal to create a "scientific and methodological laboratory for medical and psychological correction." The laboratory was created on the basis of the 5th military-clinical hospital of the Air Force, located in Krasnogorsk near Moscow, and even included in the hospital.
