Aircraft

IL-12P with serial number 93013415 and serial 34-15 was released by the Znamya Truda plant ( Moscow ) on May 24, 1949 . The airliner received the flight number of the USSR-L1828 and was transferred to the Main Directorate of the Civil Air Fleet , which in turn sent it to the 198th (1st Khabarovsk) air squad of the Far Eastern Territorial Administration of the Civil Air Fleet. The total operating time of the aircraft was 8489 flight hours [1] .

Holocaust

The aircraft L1828 carried out passenger flight 554a from Irkutsk to Khabarovsk with the first intermediate landing in Magdagachi . In total, there were 5 crew members and 12 passengers on the plane. At night at 5:55 p.m. [* 1] the next flight on the echelon of 1800 meters flight 554a entered the zone of Magdagachi airport . The sky at that time was covered by rain and rain clouds with a lower boundary of 600 meters and separate torn rain clouds with a lower boundary of 330 meters, moderate rain was falling, and visibility was 3000 meters. The flight director instructed the crew to go to the DPRS at an altitude of 700 meters. When the aircraft reported on the visual span of the DPRS, permission was given to complete the approach according to the scheme with a course of 133 °. The crew was also warned that on the 313 ° course it would be very drifting to the left due to the northeast wind (30 ° 7-8 m / s). However, then the crew began to make mistakes and violations in the technique of piloting. So BPRS was passed at an altitude of 100 meters, which is 30 meters higher than the established one, and the demolition lead was taken incorrectly, because of which the airliner was on the line of high-intensity lights . In addition, the vertical rate of decline was exceeded and reached 10-11 m / s. When passing a height of 40 meters, shields were released and the headlights turned on, when the co-pilot Arzhanov proposed to interrupt the approach and go to the second circle , but Commander Klimov did not interrupt the decline. Then, 500 meters from the BPRS Il-12 crashed the front landing gear into a five-meter JVI pillar, after which, losing speed, it successively crashed into the cockpit and center section another 7 poles before stopping on the field. His front desk was broken, and the cockpit was badly damaged, while both pilots were seriously injured, as a result of which the crew commander died. The remaining people on board were not injured [2] .

Reasons

The cause of the disaster, according to the commission of inquiry, was gross errors and violations of the crew commander in the piloting technique during the landing approach. These disturbances were partly caused by reduced visibility, as the cab windows were flooded with rain. The flight director at that moment was not at the start, but at the launch command post with the opposite landing course, since VHF communication refused on the stratum and airborne landing gear before the arrival of flight 554a [2] .

The factors that accompanied the disaster, the commission called the lack of the necessary order in the Magdagachi airport in flight management, as well as various shortcomings and violations in the flight training of the crew commander Klimov. At the same time, it was noted that Klimov was undisciplined, and during certification he showed poor results in the piloting technique, which is why he was removed from flight work. Also, when the dispatcher transmitted the landing conditions to the crew, he did not indicate the cloud cover and visibility, and the crew, in turn, did not require this data from him [2] .
