Stefan Neagi in the double bass class, at the same time mastered the accordion under the leadership of Sergei Chukhri. The first stage performance took place in 1958. After graduating from college, he was drafted into the army and served as a military musician in the Kiev Military District for three years. He worked in various youth ensembles.
The author of many wonderful songs.
In 1967, he created at the Moldavian Philharmonic Society one of the first Soviet pop and rock groups, the vocal and instrumental ensemble " Norok " (Russian "Luck").
In 1968 , the group's mini-disc recorded at the Melody company (What Guitars Cry For, Artist Sings, Dor-dorule, etc.) was a huge success with listeners in the USSR and abroad . The ensemble performed 80 percent of the repertoire in Moldavian. In 1970, VIA Norok, as an honored guest, successfully participated in the Bratislava Lira music festival in Czechoslovakia, where they were awarded the Audience Award. The ensemble participated in television filming, received an invitation to a tour of cities in Western Europe.
After this great success of the group in 1973, the leadership of the republic (first secretary of the Central Committee of the Communist Party of Armenia: I. I. Bodiul ) decided to disband the group. For several years, artists performed in various compositions in the cities of the USSR: Moscow , Tambov , Cherkassy . Three years later, the artists returned to the republic, but they were not allowed to reunite. Only in 1974 , Mikhail Dolgan was allowed to create a new group ( VIA ) “ Contemporanul ”.
In 2004, in the series “Star Names” (CD, “Sintez Production”, SP206CD), the participants of VIA “Norok” released the album “What Guitars Cry About ...”, which included the legendary songs of the band; both rewritten specifically for this project in the Russian version on the verses of the Chisinau poet Victor Sundeev (1951 - 2015), and the original phonograms of past years:

As the poet Viktor Vladimirovich Sundeev recalled: “Of course, the meeting with the classic of Moldavian pop, the creator of the group“ Norok ”Mihai Dolgan, became significant and extremely significant for me. The maestro entrusted me to write original texts in Russian to his well-known hits. The work went on intensively and surprisingly easily. Neither Dolgan himself, nor his group even had a hint of any kind of “stardom”. I met the simplicity, openness and charm of a true master who “does not prove anything” to anyone. I am proud of the result of the joint work, and I still cannot reconcile myself with the idea that such a huge talent passed away early. "Mihai Dolgan introduced me to a duet consisting of Irina and Anatoly Bivol."
Mihai Dolgan was buried in the Central (Armenian) cemetery in Chisinau .
