Biography
Mahmud Pasha was born in 1864 in Chyuryuksu (now in Adjara ); Georgians by origin [1] .
After 1909, Mahmoud Pasha took part in the modernization of the Ottoman army under the auspices of the German High Command. He was appointed Minister of Public Works in Unity and Progress .
When the First World War began , Mahmoud opposed the entry of the Ottoman Empire into it in view of the unpreparedness of the army. In Unity and Progress, he was a very famous and respected person.
In 1914, the candidacy of Mahmud Pasha was put forward by the Sultan for a post in the Ottoman Senate (Ayan Majlisi). After the defeat of the Ottoman Empire in World War I , Mahmoud Pasha led a commission on peace negotiations. The support of Mahmud Pasha on territorial concessions reached by the agreement with the Armenians in 1919 caused criticism from Mustafa Kemal Ataturk [2] .
On March 22, 1920, Mahmoud Pasha was one of the few members of Unity and Progress arrested and sent by the British authorities for trial in Malta . Upon their repatriation in 1921, he returned to the Ottoman Empire. Mahmoud Pasha died in Istanbul on July 31, 1931 .
