Honorary Citizen of Sevastopol

The honorary citizen of the city of Sevastopol is an honorary title, confessed in recognition of outstanding services of citizens to the city of Sevastopol, encouraging activities that contribute to its exaltation and prosperity, taking into account the historical tradition of appropriating this title in the past and in order to ensure the continuity of generations of Sevastopol. The title is awarded by the local government.

The title may be conferred to people, mainly residents of Sevastopol , who made an outstanding contribution to the development of the city with their fruitful economic, socio-economic, scientific-technical, socio-political, cultural, military-patriotic, sports and other socially useful activities, as well as who committed a courageous act in saving people’s lives, protecting their honor and dignity, preserving the historical, cultural and other material values ​​of the city.

History

The theme of pre-revolutionary honorary citizenship in the city of Sevastopol is little studied. In the course of several years of research work on the installation of the names of honorary citizens according to the documents of the State Archives of Sevastopol, the State Archives of the Autonomous Republic of Crimea and the Russian State Archives of the Navy in St. Petersburg, the names of eight honorary citizens of pre-revolutionary Sevastopol were established and documented.

The title of honorary citizen of the city was awarded by decision of the city duma, but did not immediately enter into force. The document was required "to cast a high glance at His Imperial Majesty." Only after the approval of the emperor could declare submitted on the honor rendered to him. The title was given in vivo.

The real expression of the city award was a chocolate-colored shagreen leather folder with a saffian-colored leather on a moire pad of 9x12 inches (40x53 cm) in size. In the upper left corner there was a chased silver monogram of the name of the person being awarded, the full name in the middle was made of silver lettering, the enamel coat of arms of the city was located at the bottom. Such a thing was ordered, as a rule, from Petersburg masters and it was rather expensive for that time (late XIX - early XX centuries) - 110-150 rubles. A welcome address was attached to this cover, which was handed over to the solemn honorary citizen at a meeting of the city duma. Portraits of honorary citizens decorated the boardroom of the city duma.

Some of the honorary citizens were not residents of Sevastopol, but each of them made a personal and specific contribution to the development of the city. These are outstanding people of their era, who, as they wrote in archival documents of the time, were given the title “for labors for the good of the Fatherland”.

The coup of 1917 abolished the institute of honorary citizenship. [1] .

  • Gelovani, Archil Viktorovich (1915-1978) - an honorary citizen since 1976. Marshal engineering troops.   • Asadov, Edward Arkadyevich (1923-2004) - an honorary citizen since 1989. Poet, member of the Union of Writers of the USSR. Participant in the battles for the liberation of Sevastopol in 1944. In the battle he was seriously wounded, as a result of which he lost his sight. The author of "The Duma of Sevastopol."
