Biography
Born in the Russian family of a medical assistant. Member of the CPSU (b) since 1919 [1] [2] .
Since 1919 he served in the bodies of the Cheka - the NKVD . July 11, 1936 awarded the title of " senior police major ." June 17, 1937 [3] was appointed head of the Moscow Police Department [1] . On July 8, 1938, he sent a memorandum to the UNKVD in the Moscow Region on the urgent conduct of operational measures against an espionage counter-revolutionary organization in the Moscow police school. In a trumped-up case, Latvians - police officers, including Ya. I. Dekter (head of the police school) were arrested and subsequently shot [4] .
April 21, 1939 was recalled to the personnel department of the NKVD of the USSR and two months later (June 25) was appointed deputy head of the Samara ITL NKVD [1] .
November 5, 1939 was arrested [1] ; in connection with this circumstance expelled from the CPSU (b) [2] .
He was accused of participating in an anti-Soviet conspiracy in the NKVD. Allegedly attracted in 1937 by the former head of the Office of the NKVD of the Moscow Region S.F. Redens , and allegedly was aware of the coup d'état planned in the conspiratorial organization in the country; had the task of S.F. Redens to select people from among police officers for commission of terrorist acts. He planned to use two police detachments formed by him for the purposes of the anti-Soviet conspiracy. He hid the facts of falsification of investigative cases in the police that were known to him. It caused discontent among the population of the Soviet government during administrative and operational measures. He was exposed by direct testimonies of L. N. Belsky , A. I. Uspensky , indirect testimonies by A. A. Arnoldov-Kesselman , M. P. Schreider and confrontations with L. N. Belsky and A. I. Uspensky [2] .
On July 8, 1941, the Military Collegium of the Supreme Court of the USSR sentenced him to capital punishment . Shot on July 28, 1941 [1] .
