History

Gibraltar's first constitution came into force on November 7, 1950 . She introduced in Gibraltar a new body - the Legislative Council, which consisted of both official representatives of the UK and elected representatives of Gibraltar [1] . The supreme power was retained by the governor [2] .

On April 10, 1964, Gibraltar adopted a new constitution, which began to operate in August of that year [3] . The powers of the British representatives were limited by issues of defense, security and international relations [4] .

In 1968, a new constitution appeared, which began to operate in 1969 . She combined the city and legislative councils into one body - the Gibraltar Assembly, which consisted of 15 elected deputies, two appointed representatives and a speaker . The former name - "Colony of Gibraltar" - was replaced by the "City of Gibraltar" [5] .

Each time the adoption of the constitution provoked protests from Spain, and in 1969 there was the most significant deterioration in Gibraltar's relations with its northern neighbor, as a result of which the Spanish-Gibraltar border was completely blocked and telephone and telegraph communications between the countries were stopped [6] .

The current constitution of Gibraltar was adopted at a referendum held on November 30, 2006 [7] . Its goal was the final liberation from the remnants of colonialism [8] . The legislature received a new name - the Parliament of Gibraltar , all its members, the number of which increased to 17, became elected, the governor gained further restrictions, the fundamental rights and freedoms of citizens were enshrined in the constitution.
