Biography
Alexey Lavrov was born on June 30, 1959 in Kazan .
From August 1976 to August 1977 he was a laboratory assistant at Kazan State University named after V.I. Ulyanov-Lenin .
In 1982, he graduated from the Faculty of Geography of MV Lomonosov Moscow State University with a degree in the Department of Economic Geography of the USSR (currently, the Department of Economic and Social Geography of Russia ); specialty - “Economic geography”. In 1985, he graduated from the graduate school and defended his thesis for the degree of candidate of geographical sciences under the guidance of Professor Tatyana Kalashnikova . Trained at the University of Birmingham and the Organization for Economic Co-operation and Development .
In March 1986 - November 1992, he was successively a junior research fellow , a senior fellow and a leading fellow at the Central Research Economic Institute (CENII) under the State Planning Committee of the RSFSR .
From July 1994 to September 1997 - Chief Analyst, Consultant, Advisor to the Administration of the President of the Russian Federation .
In June - September 1998 - Advisor to the Deputy Prime Minister of the Russian Federation .
From November 1998 to November 2002 - Advisor, Deputy Head of the Department of Intergovernmental Relations - Head of the Department of the Ministry of Finance of the Russian Federation . In November 2002, he was appointed head of the department (since May 2004 - director, since July 2008 - department of budget policy and methodology). Since August 2004 - Member of the Board of the Ministry of Finance of Russia. In June 2011, the Prime Minister of the Russian Federation, Vladimir Putin, was appointed the eighth Deputy Minister of Finance of the Russian Federation, Alexei Kudrin, to oversee budget reform, the formation of state programs and state financial control [1] .
Alexei Lavrov is considered one of the creators of the program-targeted budgeting focused on the final result with a gradual transition to the program budget. The Ministry of Finance has developed a list of 40 government programs that were to replace the federal target programs in 2012. The appointment of Lavrov as deputy minister was aimed at developing a budget planning scheme in order to increase the efficiency of budget expenditures at the regional level [1] .

In 2009, he began teaching at the Higher School of Economics (HSE). Professor , Head of the Department of Financial Management in the Public Sector of the Faculty of State and Municipal Administration of the Higher School of Economics. She reads the training courses “Public Finance Management” and “Budget System and Public Finance Management Reform”. Member of the Academic Council of the Faculty of State and Municipal Administration. In 2013, he was thanked by the Higher School of Economics, in 2014 he became one of the winners of the contest "Best Teacher" - according to the results of student voting [2] .
