Biography
Born in 1926. He began his career in 1941 on the Shinber-Tau collective farm of the Irgiz district of the Aktobe region. Since 1944, after graduating from high school, the Federal Law Society worked as a smelter of workshop No. 1 of the Aktobe Ferroalloy Plant named after the 50th anniversary of the October Revolution. In 1963 he was appointed senior smelter of the electroferroalloy furnace No. 21.
In 1953 he joined the Communist Party.
In 1967, the electroferroalloy furnace No. 21 of the Aktobe ferroalloy plant, which was led by Kulganat Tokbaev, was awarded the honorary title “The furnace named after the 50th anniversary of the October Revolution”. According to the results of the eighth five-year plan , the Kulganat Tokbaev smelting team smelted 48 tons of ferroalloys instead of the planned 40 tons. In 1970, the electroferroalloy furnace No. 21 of the Aktobe ferroalloy plant was awarded the title of "The Best Melting Unit of the Country" by the USSR Ministry of Ferrous Metallurgy. In 1971, he was awarded the title of Hero of Socialist Labor for outstanding services in labor.
