Biography

Young years, education and career

Ana Hara Velazquez was born on May 11, 1968 in the city of Ica - the center of the region of the same name in Peru .

She received primary and secondary education at Antonia Moreno de Cáceres College in Ica. She studied law and political science at the National University of San Luis Gonzaga . After graduating from the Graduate School of University Studies, she received a master's degree in law from the specialty of civil and commercial affairs, and later a doctorate in law.

Since June 1998, she began working as a notary in Ica. From 2000 to 2001, she was Secretary of the Mutual Fund of Notaries of Peru. From 2002 to 2003, she was a member of the Consultative Council of the Civil Registry Office of Zone XI. From 2005 to 2006 she was Deputy Dean of the Iki Notary College.

Government Career

In 2011, she was elected to the Congress of Peru by Ica from the Gana Perú coalition, whose leader, Ollanta Humala , won the presidential election . She was appointed a member of the Council and the Standing Committee of the Congress, the Oversight and Justice Committees, the Secretary of the Housing Commission [1] , and the chairman of the Foreign Affairs Committee [2] .

On December 11, 2011 , President Ollanta Humala swore an oath to Anu Haru Velazquez as Minister for Women and Social Development , replacing Aida Garcia Narano [3] [4] . In January 2012, the office was renamed the Ministry of Women and Vulnerable Groups [5] .

She headed this ministry until February 24, 2014 , when she was sworn in as Minister of Labor and Employment Promotion [6] .

Prime Minister

Following the resignation of Prime Minister Rene Cornejo due to a corruption scandal [7] [8] [9] , President Ollanta Humala appointed Ana Haru Velazquez to his post. The inauguration ceremony took place on July 22, 2014 , in the Golden Hall of the Presidential Palace of Casa de Pizarro [10] , after which Ana Jara became the sixth Prime Minister of the Umala presidency [11] . She said she would work on government transparency, in line with an accountability and anti-corruption policy. [12] On the same day, Fredi Otarola Peñaranda took over as Minister of Labor and Employment Promotion [13] .

In early February 2015, the Peruvian government ordered a temporary suspension of the country's special services - the National Intelligence Directorate - for spying on government officials and opposition figures [14] . On March 19, the Correo Semanal magazine published a list of Peruvian lawmakers, reporters, entrepreneurs, and ordinary citizens, allegedly being watched by this intelligence agency [15] . On March 30, Ana Hara was called to Congress for clarification in connection with the surveillance, where she noted that she had initiated an investigation into this fact and stated that she had not done anything illegal [16] . However, after five hours of discussion of the situation on the same day in the evening, the Congress deputies passed a vote of no confidence against Hara, with 72 votes to 42, with two abstentions, which amounted to almost two thirds of the legislators [17] [18] [19] . Thus, Ana Hara, having spent only a year as prime minister, was forced to resign in pursuance of the provisions of the Constitution of Peru [20] , noting on her Twitter page that “it is a great honor that this congress condemned me " [21] . The last time Congress removed the Prime Minister in 1963, which was Oscar Trelles Montes , and now the president of the country, Ollanta Humala, must form a new government within 72 hours, which will be his seventh since 2011 [22] [23] [24] .
