Before the election, he was the head of the Kirovsky district cell of the Communist Party in Donetsk , a member of the CPSU since 1979 [2] .

Biography

He spent his childhood and youth in Gorlovka .

In 1980 he graduated from the Donetsk Music and Pedagogical Institute with a degree in “teacher, orchestra soloist”. In 1980-1986 he worked as a secretary of the Komsomol committee and as a teacher.

In 1987 he graduated from Donetsk Extramural Mining College with a degree in Underground Coal Mining [3] .

1986-1991 - Deputy Director of the Donetsk Industrial Pedagogical College .

In 1991 he graduated from the Economics Department of the Donetsk branch of Moscow State University with a degree in Management [3] .

1991-1995 - Deputy Chairman of the Board of Directors of technical schools in Donetsk region. Since 1995 - Director of the representative office of the Bratsk Aluminum Plant in Ukraine. 2000-2012 - Deputy Director for Economics and Foreign Economic Relations of the Donetsk company Linkom . Three times he was elected a deputy of the Donetsk City Council .

Since February 2014, he has been one of the organizers of the Donbass self-determination movement. The author of the Act and the Declaration of Independence of the DPR . After the proclamation of the DPR, he worked as the Minister of the Council of Ministers - the Manager of the Affairs of the Council of Ministers until July 29, when he wrote a statement on the resignation of these powers in connection with the election of the Chairman of the Supreme Council of the DPR. From July 23 to November 14, he was chairman of the Supreme Council of the Donetsk People's Republic . In October 2014, he organized and headed the Communist Party of the DPR , which became the only officially registered party of the DPR [4] . However, in November 2014, the Communist Party headed by him was banned from participating in the elections to the People’s Council of the DPR [4] . Therefore, three communists, including Litvinov, joined the public organization “ Donetsk Republic ” and were already elected deputies of the People’s Council from it [4] .

On May 6, 2016, by the Decree of the People's Council, his deputy powers (as well as other Communist deputies) were prematurely terminated “due to the loss of confidence” [5] . As the speaker of the People’s Council D. V. Pushilin specified, the Communist deputies voted against the will of the leadership of the faction "Donetsk Republic", which is pro-government [4] .

Views

He characterizes himself as a communist of the NEP period of Lenin and a fan of the Chinese experience . The priority task is the building in the DPR of a people's democratic state with an increase in the role of councils of labor collectives and respect for private property rights . He stands for supporting economic relations with Ukraine [7] .
