Biography
Education, Russian Railways
Pegov was born on May 22, 1973 in Kuibyshev in a family of athletics trainers [2] . In 1992, he graduated from the Leningrad College of Railway Transport named after F. E. Dzerzhinsky with a degree in Maintenance, Repair and Operation of Traction Rolling Stock with qualification of an electrician technician, after which he entered the specialty Locomotives (electric locomotives and electric trains) at the St. Petersburg College of Railway Transport (a branch of St. Petersburg State Transport University ). In his second year, he began working as an assistant train driver, after graduating from a university and qualifying as an electrical engineer, he worked as a train driver, train driver and instructor in locomotive brigades for high-speed traffic. He was promoted to deputy head of the St. Petersburg - Moskovskoe motor depot of the Oktyabrskaya Railway, and in 2004 he headed the depot. The incident belongs to that year, the responsibility for which the former head of the railway Viktor Stepov laid on Pegov and his deputy for repair. During the movement of the high-speed train, 2 cars detached from it, which is why 123 passengers were forced to reach their destination in the vestibules and the restaurant car [3] [4] [5] .
In parallel with his work, Pegov continued his education, in 2008 he received a master 's degree in business administration from the Baltic State Technical University “Voenmekh” . In June 2009, he was appointed head of the North-West Directorate for High-Speed Communications of Russian Railways OJSC and in February of the following year he headed the federal-level directorate in Moscow . He was responsible for the organization of passenger traffic, staff training, operation and maintenance of rolling stock. Pegov oversaw the launch of the first high-speed Sapsan trains between Moscow and St. Petersburg , Allegro trains between St. Petersburg and Helsinki , Lastochka trains on the routes St. Petersburg - Veliky Novgorod , Moscow - Nizhny Novgorod , Sochi - Rosa Khutor and others. Under his leadership, to ensure passenger traffic during the Winter Olympic Games in Sochi, Pegov was awarded the “Honorary Railwayman” sign. Also in 2013, Pegov received a law degree from the Higher School of Economics [3] [4] .
Moscow Metro
On July 22, 2014, Moscow Mayor Sergei Sobyanin signed a decree appointing Pegov as the head of the Moscow Metro . The newspaper Kommersant reported that alternatives to Pegov’s candidacy were not considered, and his appointment was supported by the vice-mayor of Moscow and the head of the Moscow Department of Transport Maxim Liksutov . In contrast, Slon.ru suggested that the argument in favor of Pegov’s candidacy was his tense relationship with Liksutov. When he was the head of St. Petersburg - Moskovskoye, Pegov refused to purchase commuter trains from the Demikhovsky Car-Building Plant , which is part of Transmashholding , of which Liksutov was a shareholder at that time. And on the eve of the Sochi Olympics, Pegov convinced the head of Russian Railways, Vladimir Yakunin, to organize passenger transportation of the event’s guests on his own, rejecting the offer of Aeroexpress , once founded by Liksutov and his former partners [6] [7] [8] [9] .
After the appointment, Pegov initiated a review and modernization of technological processes and regulatory documents aimed at preventing emergencies such as the accident on the Arbat-Pokrovskaya line , which led to the resignation of his predecessor, Ivan Besedin . The personnel policy was revised: there were cuts among management, control over the professionalism of locomotive teams was strengthened. Also, at the initiative of Pegov, an audit was carried out of the metro infrastructure (stations, stages, collectors, bridges and diesel power plants), as part of a new approach to the overhaul of tracks, “technological windows” were introduced, during which traffic on certain sections of the tunnels was stopped for quick replacement worn parts. Another detail was the tightening of the regulations for the commissioning of new stations, which led to sharp shifts in the deadlines for commissioning. Pegov himself began to master the profession of an electric train driver. In the fall of 2014, the attention of journalists was attracted by his order, which obliged his deputies and service chiefs, following the example of Pegov, to get to work and home by metro - along with ordinary passengers [10] [11] [12] [13] .
Return to Russian Railways
On May 15, 2017 , Pozov’s deputy Viktor Kozlovsky was appointed the new head of the Moscow Metro, and Pegov returned to Russian Railways , where he was appointed director for passenger transportation [14] . Pegov is engaged in the passenger direction in Russian Railways together with the head of the Department of Management of the business unit of Russian Railways Passenger Transportation Pavel Burtsev. In June 2017, speaking at the 1520 World Rail Forum in Sochi , Pegov cautioned against imitative attempts to replicate the Moscow Central Ring project in other cities of Russia, explaining that the success of such a large-scale and capital-intensive project requires a combination of many unique conditions and circumstances that developed in Moscow [15] [16] .
10 months after the appointment of Pegov, Russian Railways shows a significant increase in long-distance passenger traffic. For the first quarter of 2018 , growth was 8.8%, and for March of this year, 14.3% [17] compared with the same periods last year.
In December 2018, he was appointed Deputy General Director of Russian Railways [18] .
