Biography
In 1958 he graduated from high school in the village of Semiozernoye, Kustanai region , in 1964 - the Ural Electromechanical Institute of Railway Engineers with a degree in Automation, Telemechanics and Communication in Railway Transport. In the years 1964-1966 he served in the tank forces in Samarkand .
Since 1966 he worked as an electrician, engineer, chief engineer, head of the department of the Tselinograd distance signaling and communications, head of the department of the Tselinograd department of the road. Since 1972 - head of the technical department - deputy chief engineer of the Kazakh railway , chief engineer of the Tselinnaya railway .
Since 1984 , after graduating from the Academy of National Economy under the Council of Ministers of the USSR , majoring in Economics, Organization of Management and Planning of the National Economy, he was the head of the Virgin Railway , deputy construction minister of the USSR Railways (1986-1989), and the head of the Alma-Ata Railway (1989-1991).
Since 1991 - Minister of Transport , First Deputy Prime Minister of the Republic of Kazakhstan .
Since November 1994 - Member of the Presidium of the Economic Union and the Interstate Economic Committee of the CIS. Since 1996 - Chairman of the Integration Committee of the CIS Customs Union, Deputy Secretary General of the Eurasian Economic Community .
From 2002 to 2013 - the founder and general director of the independent research and development center of Economtransconsulting LLP, director of the Center for Transport Management and Logistics; 2006–2014 - Member of the Board of Directors of JSC “NC“ Kazakhstan Temir Zholy ”” .
Currently - Chairman of the Association of National Forwarders of the Republic of Kazakhstan, Kazakhstan Association of Carriers and Wagons (Containers) Operators (since 2002), Chairman of the Board of Directors of the ETK Trans Group Consortium (since 2013), Scientific Advisor to Isingarin & Partners LLP (since 2013) ), Advisor to the President of JSC “NK“ Kazakhstan Temir Zholy ”” (since 2014).
Publisher of the analytical industry magazine Trans-Express Kazakhstan (editor-in-chief [1] ), the magazine for passengers of the Kazakhstan railways, Time in Transit, and the general transport business magazine Trans-Logistics Kazakhstan.
Full member of the International Economic Academy "Eurasia" (since 1998) and the International Academy of Transport (since 1998).

- There are 2 granddaughters and a grandson, Camille, Asem and Aisultan. Camille is currently studying at the University of Surrey, UK. Asem studies at Instituto Marangoni, Aisultan graduated from a university in Switzerland.
Scientific activity
In 1984 he defended his thesis, in 1999 - a doctoral dissertation.
The author of 30 books on the history of railway transport in Kazakhstan , collections of biographical essays of famous railway workers in Kazakhstan, on the theory and practice of reforming railway transport in Kazakhstan and international cooperation in the CIS ; More than 400 articles and interviews in domestic and foreign newspapers and magazines.
