Biography
Born in 1913 in the village of Olgino, Poltava district of the Omsk region . He began working in 1930 at the Omsk plant "Red Plowman". In 1933, the city committee of the Komsomol was sent to work in the political department of the Kormilov MTS.
Subsequently, he worked as a mass worker on the Udarnik collective farm, as chairman of the Leninsky Put collective farm, and deputy secretary of the Kormilovsky district Komsomol committee. In 1938, Shumakov graduated from the Omsk Higher Agricultural School. After graduation, he was appointed deputy head of the political department of Bolshakovsky, and later of Kamyshlovsky state farms.
During the Great Patriotic War, he worked as an instructor, head of department, second secretary of the Ulyanovsk District Party Committee. In 1947, he was elected First Secretary of the Ulyanovsk District Party Committee. In 1957 he graduated from the Higher Party School at the Central Committee of the CPSU . In 1961, he was elected First Deputy Chairman of the Omsk Regional Executive Committee, and later worked as Deputy Chairman and Secretary of the Regional Executive Committee.
He was a deputy of the Supreme Soviet of the USSR , a member of the regional committee of the CPSU, a deputy of the regional Council of People's Deputies [3] .
