History
The Gornensky Village Council was formed in 1974 by a decision of the Executive Committee of the Amur Regional Council of Workers' Deputies dated December 31, 1974 No. 496.
On October 31, 2005, in accordance with the Law of the Amur Region No. 73-OZ [2], the municipality was granted the status of a rural settlement.
