According to the United States Census Bureau , the total area of the county is 1,745.662 km 2 , of which 1,704.222 km 2 are land and 41.440 km 2 or 2,400% are water bodies.

According to the 2000 census [1] , the district has 256,082 residents comprising 96,810 households and 67,282 families . The population density is 149.00 people per km 2 . There are 104,446 residential buildings on the territory of the okrug, with a building density of about 61.00 buildings per km 2 . Racial composition of the population: white - 67.94%, African - Americans - 28.77%, Native Americans ( Indians ) - 0.26%, Asians - 0.91%, Hawaiians - 0.05%, representatives of other races - 0.80 %, representatives of two or more races - 1.29%. Hispanic accounted for 2.19% of the population, regardless of race .
Out of the total number of households , 34.50% are children under the age of 18, 48.10% of households are married couples living together, 17.10% of households are single women without a spouse, 30.50% of households households are not related to families , 25.90% of households consist of one person, 10.30% of households consist of elderly people (65 years and older) living alone. The average household size is 2.59 people and the average family size is 3.13 people.
The age structure of the district: 27.70% under the age of 18, 8.90% from 18 to 24, 29.20% from 25 to 44, 21.10% from 45 to 64 and 21.10% from 65 and older.
