Biography

Born March 26, 1969 in the city of Naryan-Mar of the Nenets Autonomous District . By nationality - Nenets . Higher education - graduated from the Russian State Pedagogical University. A. I. Herzen , majoring in cultural studies , as well as St. Petersburg State University , majoring in jurisprudence . He served in the ranks of the Soviet Army .

He worked as a methodologist, director of the Ethno-Cultural Center of the Nenets Autonomous Okrug, head of the administration of the Gydan Village Council of the Tazovsky District of the Yamalo-Nenets Autonomous Okrug ; Director of the municipal institution "Municipal Property Management". He was deputy construction manager for the agro-industrial complex of the municipal unitary enterprise “Capital Construction Management” of the Tazovsky District of the Yamalo-Nenets Autonomous District. Later he worked as the chairman of the Tazovsky Agricultural Production Cooperative. He was elected a deputy of the Tazovsky District Duma of the Yamalo-Nenets Autonomous Okrug, holding the post of Deputy Chairman of the District Duma.

December 4, 2011 , nominated by the All-Russian political party " United Russia " [4] from the All-Russian Popular Front, was elected to the federal list of candidates for deputies of the State Duma .

In March 2013, he was elected President of the Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation .

In the elections to the State Duma of the Federal Assembly of the Russian Federation of the VII convocation (2016), he ran for the 225 Yamalo-Nenets single-mandate constituency ( Yamalo-Nenets Autonomous Okrug ) [5] and was elected deputy [6] .

Legislation

From 2011 to 2019, during the exercise of the powers of a deputy of the State Duma of the VI and VII convocations, he co-authored 13 legislative initiatives and amendments to draft federal laws [7] .

Activities

Member of the State Duma Committee on Nationalities, which ensures the implementation of state national policy at the legislative level, including the problems of indigenous peoples of the Russian Federation .

He leads the working group of the State Duma Committee on Nationalities for the development of draft federal laws to protect the rights of indigenous peoples of the Russian Federation.

President of the Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation .

He is the head of the permanent delegation of the State Duma to the Nordic Council , a regional cooperation organization of parliamentarians of Northern Europe - Denmark , Iceland , Norway and Finland .
