Biography
Born on February 10 (old style) in 1894 in Vilna, in the family of Meer-Sheftel Azrielovich Volpe and his wife Dina Leibovna. In 1912 he moved to Germany , where he studied at the Leipzig Institute of Psychology for 2 years.
With the outbreak of World War I, he was drafted into the army. He served in the 198th Infantry Regiment , then in the 48th Infantry Regiment . Since 1916 - platoon commander, non-commissioned officer . For the courage shown in the battles he was awarded two St. George crosses . From the beginning of 1917 he studied at the Odessa school of ensigns. In 1917 he was elected to the deputy chairman of the Nikolaev Council, and in 1918 - the chairman of the Kherson Provincial Executive Committee. The last rank in the old army is the ensign .
Civil War
In the Red Army since June 1918. From August 1918, he was a military commissar of the Novouzensk Infantry Division. Since September of that year, he was the manager of affairs of the Revolutionary Military Council of the 4th Army . In November 1918 he was enrolled as a student of the Academy of the General Staff of the Red Army . From 1919 to 1920 he was chief of staff of the 2nd Brigade of the 26th Rifle Division . Since April 1920 - commander of the 263rd Infantry Regiment. In October 1920, he was appointed head of the 35th Infantry Division .
Soviet period
After graduating from the Red Army Military Academy in 1922, he trained as a company commander in the troops. Since April 1924 - Executive Secretary of the Council for the preparation of the Red Army . In the same year he was appointed head of the mobilization-planning department of the Office of the Head of Procurement of the Red Army. Since 1926 - head of the unit and service of the troops of the Main Directorate of the Red Army. In 1928 he was appointed to teaching at the Military Academy of the Red Army . From 1931 - commander of the 48th Infantry Division , held this position until 1933. From 1933 to 1935 - Chief of Staff of the Moscow Military District . From March 1935 until his arrest, he was the head of the Administrative Mobilization Directorate of the Red Army, and served as secretary of the military section of the Comacademy .
Career Decline and Doom
Arrested on June 2, 1937. On July 14, 1937, the Military Collegium of the Supreme Court of the USSR was sentenced to death on charges of participation in a military conspiracy. The sentence was executed on the same day. Rehabilitated by the Military Collegium of the Supreme Court of the USSR on June 2, 1956.
