Biography

In 1922 he graduated from Henderson Brown College in Arcadelphia with a bachelor of arts degree. In 1924 he graduated from the graduate school of Vanderbilt University in Nashville with a master's degree in art. In 1928 he became a Ph.D., graduating from the University of North Carolina. Until 1934, he worked as a professor of sociology and economics at Alabama College.

In 1934 he entered the civil service as an employee of the US Department of Labor.

  • 1934-1936 - Arbitration Commissioner of the US Conciliation Service of the Department of Labor,
  • 1936-1937 - Special Assistant to the Minister of Labor
  • 1937-1944 - Director of the Conciliation Service of the Ministry of Labor,
  • 1945-1946 - Special Assistant to the President of the United States,
  • 1946 - Director of the Office for Military Mobilization and Reconversion,
  • 1946-1953 - Head of the US Presidential Administration Harry Truman .

In 1946-1947 He was chairman of the Presidential Research Council, in 1948-1950. - and. about. Chairman of the Committee on State Strategic Resources, in 1952 - and. about. Director of the Civil and Defense Mobilization Bureau.

After retiring, he worked for several years in business. He was president of the Montgomery Publishing Company, chairman of the board of the Record Publishing Company, newspaper publisher in Bethesda , Silver Spring and Rockville Maryland.
