Biography

Robert Lehr was born into the family of Oscar Lehr, a major general of the Prussian army . Having received a certificate of maturity, he entered law school at the University of Marburg , then transferred to the University of Berlin , and from there - to the University of Bonn . In 1907 he passed the first state exam for a lawyer, in 1912 - the second. In 1908 he defended his doctoral dissertation. In 1909 he married Enne Steinbach.

In 1912-1913 he served as a judge in the district court of Kassel and legal adviser to the city administration of Raidt . In 1913 he entered the service of the city administration of Dusseldorf . In 1924 he was elected chief mayor of Dusseldorf. For his opposition to National Socialism, Ler was arrested in April 1933 and dismissed from service. In 1935, Robert Ler joined the Resistance group in Dusseldorf.

In 1929-1933, Lehr was a member of the German National People's Party . After the war, he was among the first members of the established CDU . In October 1945, the British occupation authorities appointed Lehr as the President of the North Rhine Province. In 1946, Lehr was elected to the North Rhine-Westphalia Landtag and headed it in 1946-1947. In 1948-1949 he was a member of the Parliamentary Council and headed the committee on the organization of the federation, from December 1948 he was deputy chairman of the CDU / CSU faction.

In the elections to the Bundestag of 1949, he was elected a deputy, held the position of Deputy Chairman of the Committee on Internal Management in 1949-1950, in 1950-1951 he was a member of the Parliamentary Assembly of the European Council.

On October 11, 1950, after the resignation of Gustav Heinemann, Robert Lehr was appointed Federal Minister of the Interior. Ler refused to run in the 1953 Bundestag elections for health reasons and on October 20, 1953, resigned from the federal government .
