Dysfunction of the economic system and its elements is an indicator of disruptions in the process and, as a result, the result of the optimal - or at least normal - functioning of the system, with the goal of its sustainable development [1] [2] .
In relation to the element of the economic system, dysfunction is an indicator of the mismatch of the resulting parameters of this element with the general requirements for the optimal functioning of the system.
