Biography

Born on December 1, 1956 in the village of Yurto-Bor, Yarkovsky District, Tyumen Region . Since 1966 he lived in the city of Tyumen. After graduating from 10 classes, he entered the Tyumen Industrial Institute in the geological department. But he studied only a year and entered the military school.

In 1979 he graduated from the Tyumen Higher Military Engineering Command School named after Marshal of the Engineering Troops A. I. Proshlyakov. For service, he was sent to the Group of Soviet Forces in Germany as a platoon commander of an engineering unit. In 1984 he was transferred to a separate engineering battalion, stationed in the city of Volga Volgograd region .

In 1994, the Major Rostovshchikov was appointed commander of the engineering battalion, which became part of the 20th Guards Motorized Rifle Division, withdrawn from Germany . And in the second month after taking office, in December 1994, as part of the battalion, he left for the first trip to Chechnya. He took part in battles in the city of Grozny, in the storming of the presidential palace of Dzhokhar Duduyev.

In 1995 he graduated from the command department of the Military Engineering Academy named after V.V. Kuybyshev. In September 1999, Lt. Col. Rostovshchikov again departed on a business trip to Chechnya. His engineer-sapper battalion was engaged in the construction of ferries, fortifications, engineering reconnaissance, production and purification of water, in short, everything related to the livelihood of motorized rifle subunits.

On October 8, 1999, the engineering and demining unit was assigned the task of ensuring the nomination and transfer of units of the Federal forces through a water barrier. The reconnaissance engineering group, led by Lieutenant Colonel Rostovshchikov, went to the bridge and discovered that the fighters, leaving security near the bridge, were engaged in fortification equipment for the terrain. Secretly approaching the bridge, the group destroyed the military guard. Lieutenant Colonel Rostovschikov personally began checking the bridge for the presence of explosive objects. Under enemy fire, at the risk of being blown up at any moment, a landmine, the management of which was in the hands of the militants, was disarmed. First he crossed over to the opposite shore where, taking up the defense, he was cut off from his unit. For 2 hours, he held the captured position, leading a battle with superior enemy forces, preventing him from destroying the bridge and thereby disrupting the offensive of our troops. During the second Chechen mission, Rostovshchikov’s subordinates defused 22,600 mines and shells.

By the decree of the President of the Russian Federation of December 30, 1999, for courage and heroism shown in extraordinary circumstances, for bold and decisive actions in conditions associated with a risk to life, Lieutenant Colonel Rostovshchikov Valery Aleksandrovich was awarded the title Hero of the Russian Federation .

In 2000–2003, he was head of the department of the training center of the engineering troops of the North Caucasus Military District in the city of Volzhsky. In 2003, was transferred to the reserve.

In 2004-2007, he was deputy head of the Volzhsky city administration. From 2007 to February 2009 - Director of Security and Director of Public Relations of Volzhsky Tube Works OJSC. From April 23, 2009 - the Commissioner for Human Rights in the Volgograd region . Chairman of the public organization of veterans of the Armed Forces "I have the honor" of the city of Volzhsky.

He lives in the city of Volga Volgograd region .

Awarded the Order of Courage, medals, nominal weapons.
