Biography
Orthodox. The merchant of the 1st guild, a hereditary honorary citizen . Landowner Borovichi , landowner of the Novgorod province (4000 acres ).
After graduating from the county school , he continued his family business - the extensive bread, colonial, flaxseed and seed trading, which was begun by his great-great-grandfather, who founded the company in 1782.
Since 1879, he was elected the vowel of the Borovichi City Council, and since 1893 - the mayor , in which position he spent three four years. When he was a mayor, he issued the highest permission to collect from goods imported and exported from Borovichi, the funds from which went to the construction of an iron bridge over the Mstu river according to the project of Professor N. A. Belelubsky - Russia's first arch bridge. Also in the city were built: a building for a female gymnasium, a hut for acute-infectious patients, two markets and a city slaughterhouse, the city council building was expanded.
In 1894 he became the organizer of the regional agricultural exhibition in Borovichi. He founded and headed the first Free Fire Society in the city with advanced alarm systems and telephones. He was elected an honorary citizen of Borovichi.
In addition, in different years, he consisted of: director and treasurer of the prison department, member of the tax presence, member of the Borovichi agricultural society, vowel of the county zemstvo assembly , chairman of the board of trustees of the local women's gymnasium, honorary guardian of parish schools , honorary supervisor of the religious school, and member and chairman many charitable and educational societies. He was a member of the Union on October 17 .
In 1907 he was elected to the III State Duma from the 1st and 2nd congresses of city voters of the Novgorod province. He was a member of the Octobrist faction. He was a member of the commissions: on the Order, financial, on local government, on city affairs, on trade and industry, on measures to combat drunkenness and on measures to combat fires.
After the revolution , Shulgin’s property, including the house on Nikitskaya Street in Borovichi, was nationalized. Subsequently, the city museum was organized in the house.
He was twice married.
He died in 1933 in Borovichi. He was buried in the cemetery of the Assumption Church.
