In 1966, the agricultural land of the Chengqui and Kouquan districts was allocated to a separate Suburban District (郊区).
In 1970, in connection with the transfer of Datong to the jurisdiction of Yabei County (雁北 地区), its administrative-territorial division was changed: now it began to consist of the districts of Chengqui, Kuantsuy, Southern Suburban and Northern Suburban; At the same time, the Quantsuy district had double subordination to the city authorities, and to the management of the coal industry. In 1979, part of the territory of the Nanjiao area was annexed to the district, and he lost control of the coal industry and became subordinate only to the authorities of Datong, like other areas.
