Loufan ( Chinese: . , Pinyin : Lóufán ) is a county in Taiyuan City, Shanxi Province ( PRC ).

History
These places were at the junction of the residence of sedentary Chinese and steppe nomads, so the Chinese administrative structures appeared and disappeared here.
Under the Western Han Empire, Loufan County (楼烦 县) was created, but then it was disbanded. Under the Western Jin Empire, it was created again, but under the Northern Qi Empire, it was again disbanded.
Under the Tang Empire, in 889, Loufan County was created again, becoming a famous horse breeding place throughout the country.
Under the Ming Empire, Loufan County was annexed to Jingle County (静乐县).
In 1958, construction of a hydroelectric station on the Fenhe River began in these places.
In May 1971, the Decree of the State Council of the People's Republic of China formed the county of Loufan (娄烦 县), which became part of the Luiliang County (吕梁 地区). In 1972, Loufan County was transferred under the jurisdiction of the Taiyuan authorities.
