Previous Events
From the end of 2005 to October 2013, the government of Ivanovo Oblast was headed by Mikhail Men . In 2005, he was appointed by President Putin through the approval process of the regional parliaments. Before the appointment, he joined the United Russia party. In 2010, deputies of the Ivanovo Regional Duma extended the gubernatorial powers for another 5 years. The second term expired in December 2015. However, in October 2013, Men suddenly resigned of his own free will, explaining this by personal circumstances, moving to Moscow and moving to another place of work. President Putin has appointed Acting Governor Pavel Konkov, First Deputy Chairman of the Government of the Ivanovo Region for Economic Development. The new work of the departed Me became known on November 1, when President Putin announced the creation of the Ministry of Construction and Housing and Communal Services and appointed Mikhail Me as its head.
Since Konkov was appointed after holding a single voting day in 2013 , which took place on September 8, in the status of interim, he headed the regional government for almost a year, before assuming the post of governor, to which he was elected on a single voting day on September 14, 2014 .

Nomination and registration of candidates
Right of nomination
A governor may be elected as a citizen of the Russian Federation who has reached the age of 30 years.
In the Ivanovo Region, candidates are nominated only by political parties that have the right to participate in elections in accordance with federal laws. 128 parties or their regional branches have this right. In this case, candidates do not have to be a member of any party.
The candidate should not have the citizenship of a foreign state or a residence permit in any other country.
Since June 2013, the candidate for governor of the region is also required to submit a written notice to the election commission that he does not have accounts (deposits), does not store cash and valuables in foreign banks. The candidate must close all such accounts by the time of registration. [four]
Nomination Support (Municipal Filter)
On June 1, 2012, a law came into force that returned direct elections of the heads of constituent entities of the Russian Federation . However, the so-called municipal filter was introduced. All candidates for the post of head of a constituent entity of the Russian Federation (both nominated by parties and self-nominees), according to the law, are required to collect from their support from 5% to 10% of the signatures of the total number of municipal deputies and elected heads of municipalities, including from 5 to 10 deputies of representative bodies of municipal districts and urban districts and elected heads of municipal districts and urban districts in elections. Municipal deputies have the right to support only one candidate. [5]
In the Ivanovo region, candidates must collect signatures of municipal deputies in the amount of 10% of the total. Of these, 10% should be deputies of district and city councils and (or) heads of districts and city districts. The rest may be deputies of rural settlements. On June 4, the regional election commission published a calculation of the number of signatures required. [6] There are 1620 deputies and heads of municipalities in the region [7] . Thus, the candidate must collect at least 162 and no more than 170 signatures. Of these, at least 49 and no more than 51 signatures should belong to deputies and elected heads of the city or district level. In this case, the signatures of deputies and elected heads of the city or district level must be collected in at least 21 districts or cities of the Ivanovo region.
In the Ivanovo region, 128 regional party branches have been registered [8] , which can nominate candidates. However, given the conditions of the municipal filter, which implies that each candidate collects 10% of the votes of municipal deputies (taking into account the fact that each deputy can put a signature on only one candidate), the number of candidates who theoretically can successfully collect signatures is limited to ten.
Federation Council Candidates
Since December 2012, a new procedure for the formation of the Federation Council has been in force. So, each candidate for the post of governor of the Stavropol Territory during registration must submit a list of three people, the first of which, if a candidate for the post of head is elected, will become a senator in the Federation Council from the regional government.
