Of the 30 member countries of the Caribbean Football Union , 25 national federations have applied for the tournament. The Bahamas, Cayman Islands, Sint Maarten, Turks and Caicos Islands and the US Virgin Islands refused to participate. The national teams of Antigua and Barbuda (as host countries of the final tournament) and Jamaica (as winners of the previous draw ) were exempted from the qualification games.
The remaining teams (23) in accordance with the results of the 2010 draw were divided into 2 groups: the weakest teams (20) began the tournament from the 1st stage, and 3 teams (Guadeloupe, Grenada and Cuba) were admitted immediately to the 2nd stage.
Stage One
20 teams were drawn by draw to 5 groups of 4 teams each. National teams in each group played a one-round tournament among themselves. The winners of the groups, as well as the four best teams from among the runners-up, qualified in the 2nd stage.

Second Stage
In the second stage of the qualifying tournament, the 3 best teams (except for the winner) took part in the 2010 Caribbean Cup (Guadeloupe, Cuba and Grenada), 5 winners of the qualifying groups at the 1st stage (Haiti, Guyana, Martinique, Dominican Republic, Trinidad and Tobago), as well as the 4 best teams who took second places in these groups (Puerto Rico, Saint Vincent and the Grenadines, Suriname and French Guiana).
These 12 teams were divided into 3 groups of 4 teams each. Single-round tournaments were held in groups, as a result of which the winners and second-place teams received tickets to the 2012 Caribbean Cup final tournament.
