The report is dedicated to the new economic policy . The reasons for the transition to a new economic policy are examined in detail. In the Russian economy of the 1920s, there were 5 main economic structures: patriarchal , small-scale commodity production , private capitalism , state capitalism , socialism . State capitalism of the time of the NEP was a step towards socialism compared with the small commodity production that prevailed in Russia at that time. The results of the first two years of the new economic policy have been summed up: stabilization of the ruble exchange rate, successful collection of tax on taxes from peasants, and the end of peasant uprisings:
The peasantry is quite its present position. [four]
, the rise of light industry. The task of restoring heavy industry is set:
... without it, we will perish as an independent country. [five]
The sources of funds for the restoration of heavy industry are indicated: income from foreign trade and savings on the maintenance of the state apparatus. To conclude the report, the most important task for the party and all segments of the population of Russia is to learn and study [6] .
