Biography
In 1965 he graduated from the Moscow Engineering College [2] , in 1972 - from the Moscow Institute of Transport Engineers [3] with a degree in Automation and Computer Engineering [2] . In 1972-1975 he worked in the design bureau for ACS ( Kiev ) as a design engineer, a leading designer of ACS [2] .
Since 1975 - an employee in the department of applied problems of psychology, since 1977 - head of the laboratory of problems of psychology of management of the Research Institute of General and Pedagogical Psychology of the Academy of Pedagogical Sciences of the USSR [3] .
Since 1987, he worked as a senior researcher in the Faculty of Psychology at Moscow State University. MV Lomonosov , head of the VNIPI labor department of the Gosstroy of the USSR, head of the VNIIII department of the USSR Ministry of Health, head of the laboratory of the Prognostics and Promising R&D Association of the Central Research Institute of the Economy of the USSR Academy of Sciences, deputy chairman of the board of Integration of Scientific and Economic Potential JSC [2] . In 1991-1992 - Advisor to the Ministry of Education of Russia [2] .
In 1992 - 1998 - Director of the Research Institute of Management and Economics of Education Development of the Russian Academy of Education (now the Institute of Education Management of the Russian Academy of Education) [1] [2] [3] . In 1998-2003 he worked as a professor at Surgut Pedagogical University , Moscow Psychological and Pedagogical Institute [2] . Since 2004 - Director of the newly created Institute for Strategic Studies in Education (since 2005 - Institute for Innovative Activities in Education) RAO [1] .

Father - Semen Alekseevich Flaksman, mechanical engineer; mother - Anna Ivanovna Lazareva, doctor.
Wife - Sofya Yakovlevna Lazareva (b. 1951); children:

Scientific activity
In 1980 he defended his PhD (on the problems of management psychology), in 1995 - his doctoral dissertation (“Psychology of strategic decisions”) [3] .
The main areas of research [3] :
- problems of management psychology,
- psychological mechanisms of strategic thinking of leaders,
- methods of developing leadership training.
He was one of the co-leaders in the development of the first Federal program for the stabilization and development of Russian education (1991) [3] . The first in Russia to study the psychological mechanisms of strategic thinking of leaders, created a theory of strategic thinking [1] . Created a scientific school for the development of educational systems based on the systemic management of innovative processes, developed a theoretical model of the systemic development of the school [1] . Develops a new direction of scientific research, called “Pedagogical Innovation” [1] .
On April 11, 1996 he was elected a corresponding member, December 23, 2008 - a full member of RAO; consists of the Department of Philosophy of Education and Theoretical Pedagogy [1] [3] [4] . In 1997-1999, he was a member of the expert council of the Higher Attestation Commission [2] .
The author of more than 140 scientific works, including 14 monographs, a textbook for pedagogical universities, 8 manuals for leaders [1] .
