President of the Pontifical Church Academy from June 8, 1985 to December 21, 1989. Secretary of the Congregation for Bishops from December 21, 1989 to January 25, 1994. Secretary of the College of Cardinals from January 2, 1990 to January 25, 1994. Archbishop of St. Louis from January 25, 1994 to July 15, 2003. Archbishop of Philadelphia from July 15, 2003 to July 19, 2011. Cardinal priest with the title of Church of Santa Prisca since October 21, 2003.

Early Life and Priesthood

The youngest of seven children, Justin Rigali was born in Los Angeles , California . His parents were Henry Alfonsus and Francis Irene (nee White) Wrigley. [1] Two of his siblings also entered into a religious path; his sister Charlotte joined the sisters of St. Joseph, and his brother Norbert to the Jesuits . [1] Wrigley attended the Holy Cross School before entering preparatory seminary at Hancock Park in 1949. [1] Rigali studied philosophy and theology at Los Angeles College, Seminary Virgin Mary of the Angels in San Fernando, and St. John's Seminary in Camarillo. [1] On April 25, 1961, Wrigley was ordained a priest by Cardinal James Francis MacIntyre , [2] followed by pastoral work in Los Angeles and Downey. [one]

In 1961, he received a bachelor 's degree in sacred theology from Catholic University of America, where he is now a member of the Board of Trustees. In October of the same year, he entered the magistracy department of the Pontifical North American College in Rome , later received a doctorate in canon law from the Pontifical Gregorian University in 1964 . [1] Wrigley was also an assistant for the first two sessions ( 1962 - 1963 ) of the Second Vatican Council . [3] Rigali briefly returned to the United States in the summer of 1964, during which time he served as a junior parish priest in Pomona. [1] Returning to Rome, he then studied at the Pontifical Academy of the Church from 1964 to 1966, preparing for his diplomatic work for the Vatican .

At the Holy See Diplomatic Service

November 25, 1964, Rigali began his service in the English section of the State Secretariat of the Holy See . [3] From September 1966 to February 1970 , he was secretary of the Apostolic Nunciature in Madagascar , who also served on the apostolic delegation on the islands of Reunion and Mauritius in the Indian Ocean . July 11, 1967 he was named the Papal Chamberlain . On February 11, 1970 , Rigali became director of the English section of the State Secretariat of the Holy See and the English translator of Pope Paul VI , whom Rigali subsequently accompanied on several international trips. [3]

During his service at the State Secretariat of the Holy See, Rigali was also chaplain at the Carmelite Monastery and professor at his Alma Mater of the Pontifical Church Academy. [1] He accompanied Pope John Paul II on a number of international pastoral visits, including his first two trips to the United States of America in 1979 (which included a trip to the future diocese of Rigali of Philadelphia) and in 1987 . On April 19, 1980, he was made an honorary prelate of His Holiness , and on October 25, 1984, a teaching chaplain in the Order of Malta . [3]

Episcopal Career

On June 8, 1985, by John Paul II, Rigali was appointed president of the Pontifical Church Academy, and titular archbishop of Wolsinium. [2] Rigali received his episcopal consecration on September 14 directly from John Paul II, who was assisted and served by the titular archbishop of Tagore, Eduardo Martinez Somalo , deputy secretary of state of the Holy See and titular archbishop of Novalichiana, Akille Silvestrini , secretary of the Church’s General Affairs Council, in the Cathedral of Alano Cathedral . [2] He chose as his bishopric the motto : Verbum Caro Factum Est , meaning: “And the Word became flesh” ( Gospel of John 1:14). On October 13, 1986, Rigali became a member of the Order of the Holy Sepulcher . [3]

From 1985 to 1990 , in addition to his role as president of the Pontifical Academy of the Church, Rigali held many posts within the Roman Curia , serving in the State Secretariat of the Holy See, the Council for General Affairs of the Church, the Congregation for Bishops and the Pontifical Council for laity . [1] On December 21, 1989, Rigali was named Secretary of the Congregation for Bishops; as secretary, he served as the second highest official of this diksteria under the leadership of Cardinal Bernardin Ganten . Later, on January 2, 1990 , Rigali was made Secretary of the College of Cardinals , and served on the standing interagency commission - the Pontifical Commission for Latin America and the Congregation for the Doctrine of the Faith . During this same time, he was also engaged in pastoral service in many parishes and seminaries in Rome. [one]

Archbishop of St. Louis

On January 25, 1994 , John Paul II named Wrigley the seventh archbishop of St. Louis in Missouri . Inherited by Archbishop John Lawrence May. Wrigley was formally intronized by Cardinal Ganten on March 15 of the same year. [2] The Newly Intronized Archbishop became a member of the Knights of Columbus on November 7, 1994 . During his tenure in St. Louis, once known as the "Rome of the West," Rigali showed great interest in schools by attending every high school in the metropolis . [4] However, he opposed negotiations between employers and unions on the working conditions of teachers, and opposed any efforts they made to organize this. He was greatly trusted as a capable administrator and effective fundraiser , although his popularity had dimmed over his long tenure. [four]

In January 1999 , Archbishop Rigali hosted the pastoral visit of Pope John Paul II to St. Louis, the only such visit by a separate diocese in the United States of America during the pontificate . [4] The Pope reportedly decided to host the St. Louis Metropolitanate because of his friendship with Rigali. [four]

Archbishop of Philadelphia

Later, on July 15, 2003 , Wrigley was appointed the eighth archbishop of Philadelphia . [2] He replaced the retired Anthony Bevilacqua , who praised his successor as "a man ... known for his loyalty to the Holy Father and his unwavering devotion to the teachings of the Church." [5] Prior to the intrigue of Wrigley in Philadelphia on October 7, 2003 , it was announced on September 28 that he would be elevated to the College of Cardinals , an established privilege for the archbishops of Philadelphia. He was elevated to the rank of Cardinal Priest with the titular Santa Priscus Church by John Paul II on the Consistory of October 21, 2003 .

Rigali was the only American cardinal serving as a fellow servant in the memorial service of John Paul II. He was also one of the electoral cardinals who participated in the subsequent Papal Conclave , who elected Pope Benedict XVI . Cardinal Rigali has the right to vote on any future Conclaves that may begin before his 80th birthday on April 19, 2015 .

In September 2005 , Rigali was embroiled in scandal, the environment was accused of pedophilia and sex with the younger among the clergy . In September 2007 , he was named by Pope Benedict XVI a member of the Congregation for the Bishops , a curricular office that nominates the pope with the names of those considered to be intended by election and which will be appointed by the bishops.

On August 31, 2009 , Rigali became apostolic administrator of the sede vacante of the Scranton diocese , following the pope's adoption of His Grace Joseph Francis Martino, Bishop Scranton, and His Grace John Martin Dougherty, auxiliary bishop of Scranton.

The Cardinal reached 75 years in 2010 , the age at which bishops must first submit a letter of resignation to the Pope (now Benedict XVI), although it may or may not be accepted at this time. As mentioned above, he still has the right to vote in the Conclaves until his 80th birthday in 2015 .

On July 19, 2011, Pope Benedict XVI accepted the resignation of Cardinal Justin Francis Rigali from the post of Archbishop of Philadelphia, in accordance with Canon 401 § 1 of the Code of Canon Law . Dad called the new Archbishop of Philadelphia Charles Joseph Chapew , the Capuchin , who until then was the Archbishop of Denver . Cardinal Rigali will be the apostolic administrator of Philadelphia until his successor is September 8, 2011 .

On April 19, 2015, Cardinal Justin Rigali turned eighty years old and lost the right to participate in the Conclaves .

Views

Same-sex marriage

In June 2006 , Wrigley traveled to the White House along with Newark Archbishop John Joseph Mears and Boston Cardinal Archbishop Sean Patrick O'Malley to attend US President George W. Bush 's press conference to support the constitutional amendment initiative in the US Senate banning same-sex unions or marriages.

Abortion

As Chairman of the Committee for the Defense of Human Life of the Conference of Catholic Bishops of the United States of America , Cardinal Rigali noted during the annual Washington meeting of the organization In Defense of Human Life in January 2007 that “these are the reasons for the rejoicing” in the cause of pro-life: the growing participation of young people and an enhanced understanding of the intense and growing moral sensitivity of the problem among them, which will ultimately contribute to social problems. He publicly endorsed the Pregnant Women Support Act, which he praised for proposing “genuine points of contact” that would “prove many kinds of life support support for pregnant women and their unborn children.” [6]

Wrigley was the main co-minister at the All-night Mass during the Life March on January 21, 2009 . [7]

To freedom of conscience

In November 2009 , Wrigley signed an ecumenical statement known as the Manhattan Declaration urging evangelicals , Catholics, and Orthodox Christians not to abide by the rules and laws that force them to accept abortion, same-sex marriage, and other issues that go against their religious conscience. For stem cell research

In March 2009 , he described President Barack Obama's removal of stem cell restriction by George W. Bush as “a sad political victory over science and ethics.” [ten]

Women's ordination

In April 2009 , he condemned the ordination ceremony of two women at Roxboro, calling it a “pseudo ordination” that “discredits the truth entrusted to the Church directly by Christ .” [eleven]
