The 1st Constituent Assembly of Nepal is the unicameral legislature of the Federal Democratic Republic of Nepal , consisting of 601 members and operating from May 28, 2008 to May 28, 2012 . The meeting was created as a result of the first elections to the Constituent Assembly held on April 10, 2008 [1] , with the aim of adopting a new constitution [2] , acting as a temporary legislative body for up to two years [3] . 240 members were elected in single-member districts, 335 as a result of proportional representation [4] , and the remaining 26 members were appointed [5] .
Due to a high percentage of illiteracy, a graph with the image of an electoral party symbol was introduced in the ballots — among them were a soccer ball, a faceted glass, glasses, a sword, a bow, a ladder, a pen, a radio receiver, a tap, eyes, a palm, a tiger, an elephant, a bicycle, a hexagonal star and weight. The most recognizable emblem, the hammer and sickle, was left behind by the Maoists of the CPN (m) , the second largest number of the Communist Party, the KPG (AML) , had to be content with the sun disk, and the Nepal Congress used the traditional image of a tree.
The Communist Party of Nepal (Maoist) (CPN (m)) was the largest party in the Constituent Assembly, receiving half of the seats in the districts and about 30% of the proportional representation [6] . May 28, 2008 at the first meeting, members of the Constituent Assembly declared the country a republic and abolished the monarchy [7] .
At the end of June 2008 , the parties agreed to divide the 26 appointed seats in the Constituent Assembly between the nine parties: the CPN (m) was to receive nine seats, while the Nepalese Congress (NK) and the Communist Party of Nepal (United Marxist-Leninist) (AML)) (who, respectively, took second place and third place in the elections) will receive 5 seats each, “ Madhesi Jan Adhikar Forum ” - 2, Sadbhavana party , Workers and Peasants Party of Nepal , Dzhanamorha Nepal and the Communist Party of Nepal (Marxist Lenin) radiated in one place [5] [8] .
The final results of the Constituent Assembly elections were as follows: in the first place, the Communist Party of Nepal (Maoist) - 229 (38.1%) of the seats; The Nepalese Congress followed with 115 seats (19.1%), the Nepal Communist Party (United Marxist-Leninist) with 108 seats (17.9%) and two parties of national minorities - Madhesi Jana Adhikari Forum (MDAF, Forum for the Rights of the Madhesi People ), 54 places (8.98%), and Tara-Madhesi Lactantry Party, 21 place (3.49%). The Communist Party of Nepal (Marxist-Leninist) (9 seats, 1.5%), Sabdhavana Party (9 seats, 1.5%), Dzhanamorha Nepal (8 seats, 1.33%), Rastry Prajatantra Party (8 seats, 1.33%), Communist Party of Nepal (single) (5 seats, 0.83%), Nepalese Workers and Peasants Party (5 seats, 0.83%), left Dzhanmorhor Rastria (4 seats, 0.66% ), center-left Rastria prajanata party (4 seats, 0.5%), right Rastria janshakti party (3 seats, 0.5%). Not having developed a new constitution, the Assembly was dissolved on 28 May 2012 after 4 years of work [9] . The next elections to the Constituent Assembly, originally scheduled for November 22, 2012 [10] , were held next year — November 19, 2013, after they were postponed several times. According to their results, the 2nd Constituent Assembly was formed [11] .
