Vladimir Ivanovich Lakeyev (born August 13, 1949 ) - second secretary of the Moscow Communist Party Committee , later the first secretary of the alternative Moscow Communist Party committee. The head of the Communist Party faction in the Moscow City Duma of the fourth convocation, since March 2014, is the 1st secretary of the Central Committee of the United Communist Party (OKP).

Biography
Born on August 13, 1949 in Moscow (on Tsvetnoy Boulevard ). He graduated from the topographic polytechnic, studied for two years at the Moscow Institute of Geodesy . In 1978 he entered the Faculty of Philosophy of Moscow State University. M. V. Lomonosov .
In 1979, as secretary of the Komsomol committee of the construction trust, he joined the CPSU .
From 1970 to 1982 he worked as a surveyor at the objects of rural construction of the RSFSR . Almost a year and a half he worked in South Yemen on the construction of a fish cannery. In 1982-84 - head of the social development bureau of the Moscow factory "Dzerzhinets". Since 1984 - on the party work: instructor, deputy head, head of the ideological department of the Kirov regional committee of the CPSU of Moscow.
After the 1991 coup d'état, he actively joined the resistance movement of the new government of the Russian Federation. In 1991, he was elected secretary of the Moscow Committee of the Russian Communist Workers Party , was a member of the political council of the Labor Russia movement, a member of the national council of the National Salvation Front (FTS).
Took part in the restoration of the Moscow city organization of the Communist Party. In 1993, he was elected a member of the Presidium of the Moscow Executive Committee of the Communist Party of the Russian Federation, in 1994 - Secretary of the Moscow City Committee of the Communist Party, from 2000 to 2010 - Second Secretary of the Moscow City Committee of the Communist Party of the Russian Federation .
Before being elected to the Moscow City Duma, he worked as an assistant to a deputy of the State Duma. He was elected a deputy to the Moscow City Duma of the fourth convocation on December 4, 2005 .
Member of the Duma commissions: on state construction and local self-government; on personnel issues within the competence of the Moscow City Duma; on the organization of the work of the Duma; on interethnic and interfaith relations. Member of the Commission of the Moscow City Duma and the Government of Moscow to review materials and proposals for conferring the title " Honorary Citizen of the City of Moscow ".
Nominated as a candidate for deputies of the Moscow City Duma of the fifth convocation from constituency No. 5.
On April 17, 2011 at the organizational Plenum of the IGC of the Communist Party of the Russian Federation, held at the initiative of the Council of Secretaries of the IHO of the Communist Party of the Russian Federation, was elected first secretary and member of the bureau of the alternative [1] IYC [2] [3] .
Since 2014 - First Secretary of the Central Committee of the United Communist Party .
