“United Settlement System” , “ORS” - a Russian non-bank credit organization (NPO), an open joint-stock company , operator and settlement center of the “ORS” payment system .
It was established in 1999: the Bank of Russia issued a license (No. 3342-K) to NPO ORS to conduct banking operations with funds in rubles and foreign currency on September 23, 1999 [1]

History
Initially established as a structural unit of Rosbank , after the crisis in the banking sector of Russia due to the 1998 default, in 1999 it was separated into a separate unit; the form of the legal entity was also changed to a non-bank credit organization (NPO) [2] .
Participants of the OPC Payment System were the largest credit institutions in Russia, for example, Gazprombank, ROSBANK, Zenit, AK Bars, Otkritie Financial Corporation and the largest independent Processing Centers in Russia.
On May 15, 2014, VTB Group became a member of the NPO United Settlement System. The merging of the ATM networks of the Participants was based on the inter-host connection [3] .
By the end of 2015, the OPC payment system united more than 300 credit organizations, 45,000 ATMs and 4,000 offices of participating banks [4] .
On November 2, 2015, the press service of VTB 24 Bank PJSC announced the withdrawal of the bank from the NPO United Settlement System (OPC) [5] .
On December 15, 2015, 25 banks immediately left the LFS, and a day earlier another 10 banks [6] . From January 1, 2016 OPC stopped performing operations on Visa and MasterCard cards .
Since January 1, 2016, OPC has been implementing various local projects.
