Born May 21, 1958 in Alma-Ata.
in 1981 he graduated from Kazakh State University. S.M. Kirova , specialty historian.
- From 1981 to 1983 - chairman of the trade union committee of the Kazakh State University.
- In 1983, the commissioner of the headquarters of student construction teams of the Alma-Ata regional committee of Komsomol.
