Born May 21, 1958 in Alma-Ata.
in 1981 he graduated from Kazakh State University. S.M. Kirova , specialty historian.
- From 1981 to 1983 - chairman of the trade union committee of the Kazakh State University.
- In 1983, the commissioner of the headquarters of student construction teams of the Alma-Ata regional committee of Komsomol.
- From 1983 to 1986 - graduate student of the Kazakh State University.
- From 1986 to 1988 - assistant of the Kazakh Polytechnic Institute .
- From 1988 to 1989 - Advisor to the Information and Analytical Department of the Ministry of Foreign Affairs of Kazakhstan.
- From 1989 to 1991 - lecturer, consultant to the Central Committee of the Communist Party of Kazakhstan .
- From 1991 to 1992 - consultant to the Ministry of Public Education of Kazakhstan .
