Career
She graduated from Tallinn School No. 26 in 1983, from 1983 to 1987 she studied at the Faculty of Russian Philology at Tartu State University, but she did not finish her studies in connection with the birth of a child (she studied three courses). She worked as a journalist in a number of Russian-language newspapers: “ Youth of Estonia ”, “ Day by Day ”, “News of the Week” and “ Capital ” (in the last three she was editor-in-chief). She worked in the Tallinn city government (city hall) in the department of public relations. In 2010–2011, she held the position of Vice Mayor of Tallinn for culture, education, and sports, and in 2011–2014 she was a member of the Riigikogu (Parliament) from the Estonian Center Party. From July 1, 2014 - Member of the European Parliament. In the elections to the European Parliament in 2014, she received 25,263 votes, which was a record for the Estonian Center Party, and got there as a result of the elections [5] .
According to Estonian publications DELFI and Eest Päevaleht, in 2018, Toom occupied the first place in the ranking of the most influential Russian-speaking politicians in Estonia. [6]

Family
The daughter of a politician from the period of the ESSR and the Republic of Estonia is Margarita Chernogorova, born Thomson, now a member of the Tallinn City Assembly. Toom has Russian and Estonian roots, but considers himself Russian. He speaks Estonian at the native level. Also speaks fluent English.
After the first marriage, she left the maiden name, but used the name of her husband Litvinov as a pseudonym. The surname Toom was obtained in the second marriage. In the early 1990s, she left behind her husband in Russia and took Russian citizenship, but then returned to Estonia. In 2006, she received Estonian citizenship for special merit, i.e. without exams, at the suggestion of Edgar Savisaar (at that moment - the Minister of Economic Affairs and Communications).
Criticism
In April 2012, the Estonian Security Police issued a yearbook in which they openly accused three members of the Centrist Party of activities against the Estonian state: they supported the defense of education in Russian. In May 2012, Toom filed a lawsuit against the Security Police, demanding to stop access to her personal data and apologize for slandering her. In 2014, the court partially satisfied the requirements of Toom: the court considered that the policy of preserving the Russian-language language space does not contribute to integration and can lead to tensions in national relations and to security threats, but, according to the court, Toom still had the right to oppose partial transition Russian schools in Estonian, as freedom of speech protects her right to express an unpleasant point of view. In 2013, in an interview with the correspondent of Russian Reporter magazine, Yana Toom, answering the question of who would win in the confrontation between Estonian and Russian, said that Estonian could not win. "There are nine hundred thousand native speakers of this language. This is an endangered language, an endangered nation - that's the point." [8] The phrase about an "endangered language" taken out of context has long been used to criticize the politician.
Toom repeatedly successfully filed complaints with the extrajudicial body, the Press Council , concerning violations of the requirements of the Code of Journalistic Ethics in materials about her. [9] [10] [11]
Since 2015, Toom regularly as a member of the European Parliament takes part in the Russian talk show "Evening with Vladimir Solovyov," which is ambiguously perceived by the nationalist spectrum of Estonian politics.
